1. General Provisions.
1.1. This manual has been compiled on the basis of:

1.2. The dispatcher of the ODS of electrical networks during his duty carries out operational dispatch control of the operation of electrical networks of electrical networks, ensuring reliable and uninterrupted power supply to consumers and economical maintenance of the operation of the network and equipment.
1.3. Persons with a higher technical education and work experience in networks for at least one year or secondary specialized education and work experience in networks for at least five years, the dispatcher must have a 5th electrical safety group.
1.5. The dispatcher, when hiring, must undergo a psychophysiological examination.
1.6. Periodic testing of the knowledge of the dispatcher (in the scope established by the chief engineer of electrical networks) is carried out:
- according to the technology of work, production and job descriptions - 1 time in two years.

Certification of the ODS dispatcher takes place in a commission chaired by the chief engineer of electrical networks with a frequency of 1 time in 3-5 years.
Emergency drills (dispatching) - 1 time per quarter, network drills - 1 time per year, fire drills - 2 times a year, while it is allowed to combine them with emergency drills. The dispatcher is obliged periodically - once every five years, to undergo training at advanced training courses with a break from production.
1.7. The dispatcher of the ODS of electrical networks is appointed and dismissed by order of the director of electrical networks on the proposal of the head of the ODS.
1.8. The ODS dispatcher is administratively subordinate to the management of the ODS, and operationally - to the oblenergo dispatcher.
1.9. The dispatcher of the ODS of electrical networks during the duty is operationally directly subordinate to:
- dispatchers on duty RES;
- duty personnel of substation groups;
- operational and production personnel of groups and services of substations;
- duty personnel of consumer substations;
- on-duty dispatchers of adjacent power networks, MES, shift supervisors of stations, when carrying out operational switching on equipment that is under the operational control of the dispatcher of the ODS of electrical networks.
1.10. The electrical network dispatcher works according to the duty schedule approved by the management of the ODS. Replacing one dispatcher on duty with another, if necessary, is allowed with the permission of the head of the ODS, with the registration of changes in the schedule and the record of the transfer and acceptance of the shift in the operational log. Duty for two shifts in a row is prohibited.
1.11. Workplace The dispatcher of the ODS of electrical networks is located in the premises of the control room.
1.12. In the operational management of the dispatcher of electrical networks is the equipment of the substation, as well as relay protection devices, operations with which require coordination of the actions of subordinate personnel and coordinated changes at several network facilities.
The list of equipment that is in the operational management and maintenance of the dispatcher of the ODS of electrical networks is compiled on the basis of the list approved by the technical director of the oblenergo.
1.13. In the event of a long absence of an electrical engineer, his duties are performed by a free-shift ODS dispatcher.
1.14. Knowledge of this manual is required for:

2. Qualification requirements.
2.1. The dispatcher of the ODS of electrical networks should have the right to conduct operational negotiations and switching.

4. Functions and job responsibilities.
4.1. The main functions of the electrical network manager are:
- ensuring reliable and uninterrupted power supply to consumers with economical operation of electrical networks;
- organization of work on the withdrawal of equipment for repair for Maintenance and on putting it into operation;
- organization of work to eliminate accidents and other deviations in the operation of electrical equipment.
4.2. To implement the function "Ensuring reliable and uninterrupted power supply to consumers with economical operation of electrical networks"
4.2.1. To make acceptance and delivery of the shift in accordance with the PTE, directive documents of regional energy companies and electric networks. The day shift dispatcher must arrive at the shift before the start of the morning selector, and the dispatcher night shift- no later than 20 minutes before the start of the shift.
4.2.2. When accepting a shift, the dispatcher familiarizes himself with the state of the network diagram according to the mnemonic diagram on the control panel and according to the operational documentation, the state and mode of operation of the equipment under his operational control and maintenance.
4.2.3. Get information from the dispatcher handing over the shift:
- about the reasons for the deviation from the normal scheme and the changes made in connection with this in the RPA;
- about all changes in substation schemes;
- about equipment under repair and reserve, bottlenecks in the network and equipment overloads.
- about disconnected lines, cables and equipment of substations (to whom they were handed over, the number of working teams, the timing of commissioning);
- about scheduled and unscheduled work on the equipment;
- about planned switchings, changes in the scheme coming in the next few hours;
- about the received oral instructions from the dispatcher of the oblenergo, the management of electrical networks and the ODS.
4.2.4. Check the availability of operational documentation in accordance with the list (clauses 5.8.14.1 and 5.8.14.14 of the PTE).
4.2.5. Maintain order in fixed operational documentation.
4.2.6. Timely familiarize yourself with all entries in the operational log, order log, relay protection, automatic shutdowns, telemechanics malfunction log, newly received documents for a period of time starting from the moment of the last shift.
4.2.7. Familiarize yourself with the submitted and resolved applications for the withdrawal of equipment for repair.
4.2.8. To issue the acceptance-delivery of the shift with an entry in the operational log signed by the receiver and hand-over of the shift, indicating the time of acceptance and delivery of the shift. If, when accepting a shift, inaccuracies were found in the scheme, a discrepancy between the symbols on the mnemonic diagram of the shield and the entries in the operational log, and other omissions, then the dispatcher accepting the shift must require the dispatcher handing over the shift to make the necessary changes.
4.2.9. Accept reports from directly subordinate operational personnel (correspondence of the scheme to the scheme of the normal mode, equipment malfunctions, availability of work permits, readiness for operational switching, work according to the schedule map, etc.).
4.2.10. Give a report to the dispatcher of the oblenergo - daily, and to the management of electric networks and ODS (on weekdays - in the morning, and on weekends on demand).
4.2.11. Stop all scheduled transfers in 40 minutes before the end of the shift.
4.2.12. It is prohibited to accept and hand over a shift during the liquidation of an accident. The replacement dispatcher of the ODS is used at the discretion of the person in charge of the liquidation of the accident. As an exception, it is allowed to transfer a shift with the permission of a superior dispatcher or the management of the ODS (depending on the equipment).
4.2.13. Carry out current and temporary assignments from management.

During the shift:

4.4.2. Carry out localization, elimination of the consequences of an accident in the power grids, independently (if the accident that occurred does not affect the operation of the power system) in accordance with the local instructions for the elimination of accidents or under the guidance of the dispatcher of the oblenergo - in accordance with the instructions for preventing
and elimination of systemic accidents.
4.4.3. In the event of a direct threat to the life of personnel or the safety of equipment, take urgent measures to prevent the danger that has arisen.
4.4.4. Timely inform the dispatcher of the oblenergo, the management of electrical networks, ODS, structural divisions of electrical networks (according to the approved list) about all violations or the threat of violations of the normal operation of electrical network equipment, and state authorities about man-made emergencies.

5. Rights:
5.1. The ODS Manager has the right to:
5.1.1. Independently resolve all operational issues of operation of the equipment under its operational management and maintenance, perform the necessary operations.
5.1.2. Give orders of an operational and production nature to directly subordinate operational personnel on issues within their competence, and demand their unconditional implementation.
5.1.3. To give, as an exception in emergency situations, orders to junior operational personnel (second person) for the power facility, which has the right to make operational switching.
5.1.4. In the absence of communication with power facilities, issue operational orders through the duty officers of other power facilities.

5.1.15. Do not follow the operational orders of the oblenergo dispatcher that contradict the requirements of the PTE, PBEE, PUE or pose a threat to the safety of people and the safety of equipment, reporting their refusal to the oblenergo dispatcher, the management of the ODS and electric networks; in case of disagreement, appeal against other orders of the oblenergo dispatcher, without suspending their implementation.

6. Industrial relations.
6.1. 6.2. The ODS dispatcher carries out the orders of the oblenergo dispatcher in terms of the operational management of power grids.
6.3. The ODS dispatcher supervises directly subordinate operational personnel during the shift.
6.4. Orders of the management of electric networks on issues within the competence of the dispatcher of the oblenergo are carried out by the dispatcher only with the permission of the dispatcher of the oblenergo.
6.5. The relationship between the ODS dispatcher of electrical networks and the personnel of other networks and power plants, subscriber installations are determined by an operating agreement - an instruction on relationships.

7. Responsibility.
The dispatcher of the ODS of electrical networks, being on a shift, is responsible for:
7.1. Uninterrupted power supply to consumers and economical operation of equipment under its operational management and maintenance.
7.2. Accuracy and timeliness of given operational orders.
7.3. Timely and accurate execution of the orders of the dispatcher of the oblenergo, the management of the ODS, electrical networks.
7.4. Compliance with the requirements of PTE, PBEE, PPB, PUE and other directive documents, production and job descriptions in terms of operational activities, safety precautions and organization of work with personnel.

    5. Responsibility

    The Chief Controller is responsible for:

    For the above violations, the senior dispatcher can be brought to disciplinary, material, administrative, civil and criminal liability in accordance with the current legislation, depending on the severity of the misconduct.
