Who was not imprisoned, was promoted

Yuri Ivanovich would not have led the domestic penitentiary system even for one day, if he had not immediately subjugated the financial flows (or “heating”, a term closer to him). In Rosneft, according to a well-established scheme, Kalinin closed the divisions through which goods and services are purchased for the entire corporation: the Procurement Organization Department (DOZ) and the Department of Material and Technical Resources (DMTR). Kalinin put his people in charge of these units: respectively, Sergei Mikhailov and Vladislav Serdyukov.

Sergey Evgenievich Mikhailov is known in the oil industry for his rich experience in creating corruption schemes. He wove one of them at his previous job at TNK-BP. Mikhailov formally gave more than 90% of tenders for the provision of services to different legal entities (more than 20 enterprises), which, however, were controlled by a single holding BelSibServiceGarant.

It would seem that with such a reputation it would be difficult to find a job. But Yuri Kalinin, with his trained eye, noticed a criminal talent. And soon Mikhailov, together with a team of accomplices from TNK-BP, found a use for his abilities in Rosneft.

New names - old offshore

Yuri Kalinin was not mistaken with the appointment of Mikhailov. Having received a high position in Rosneft, the latter immediately set about recreating the corruption scheme that had proven itself in TNK-BP and Slavneft.

Even while working at TNK-BP, Sergei Mikhailov fell in love with working with his father and son, the Davydovs, Valery Khatskelevech and Dmitry Valeryevich. By a strange coincidence, it was the Davydovs who controlled most of the legal entities with which TNK-BP entered into contracts: Nizhnevartovskdorservis LLC, Universalstroy CJSC, Urals Capital LLC, Nizhnevartovskoye technological enterprise". These offices, in turn, were the founders of other offices. And the ends, as usual, were hidden in Cypriot offshores.

The weakness of Sergei Mikhailov to is explained very simply. Dmitry Davydov is the son-in-law of the former vice president of TNK-BP, Sergei Brezitsky (that is, former boss Mikhailov). For a short time, Brezitsky was appointed vice president of Rosneft, but resigned "for family reasons." However, the "Brezitsky family" in the person of the father and son of the Davydovs remained. And, according to the tradition that has developed in TNK-BP, she continued to apply for Rosneft contracts with the help of Mikhailov.

In order not to use already exposed companies, Mikhailov asked the Davydovs to find a new legal entity to work with Rosneft. They became LLC Hydromechanized Works, headed by Yuri Evtefeevich Guryevsky. The Davydovs entered the capital of this company. Thus, she became part of a network of legal entities affiliated with Mikhailov.

Then the Hydromechanized Works company won the Rosneft tender for the maintenance and repair of roads for RN-Nizhnevartovsk for 462 million rubles in an "uncompromising struggle" with Nizhnevartovskdorservis LLC (this company is also controlled by the Davydovs and has already been blacklisted) Rosneft contractors). At the same time, in order to prevent a price reduction, the application of Nizhnevartovskdorservis was recognized as non-compliant, and.

In general, with the arrival of Mikhailov and Serdyukov to senior positions in Rosneft, the situation with the approval of procurement documents in the company began to resemble deliberate sabotage and work in favor of competitors in the world market.

In particular, materials for the construction of a number of facilities for the Syzran Refinery alone were coordinated in the DOZ and DMTR for more than five months. And the main technological equipment on facilities at Rosneft refineries, which should be put into operation as early as 2015, have not yet been contracted.

As for the contracting of material and technical resources for the construction of oil and gas production facilities, the situation is no less deplorable. The volume of construction and installation works in 2015 was provided by these resources only by 51%, and by design and construction services - by only 25%.

In conditions of unstable exchange rates, such a delay leads to multi-billion losses for Rosneft. For a huge industrial holding with interconnected technological processes such bureaucratic red tape will lead to catastrophic consequences.

Modernization deadlines are disrupted, production volumes are declining

The sabotage of contracts for the provision of equipment and services at Rosneft is due solely to subjective reasons. Here, Yuri Kalinin and his wards Mikhailov and Serdyukov use several crude but effective tricks.

Even if the tender documentation is nevertheless agreed upon and a tender is announced, important documents suddenly begin to disappear from the suppliers' proposal packages. Without them, the proposal is rejected as inappropriate to the requirements (for example, during the tender for the purchase of cooling towers for the Syzran Oil Refinery, the suppliers' documents were "lost" twice in a row). And if, nevertheless, the incredible happened and the auction took place, their result is declared invalid and the date of the new auction is announced.

By intentionally delaying purchases, Yuri Kalinin and Sergei Mikhailov are pursuing the goal of compromising the current system of concluding contracts in the eyes of the Rosneft management and, above all, Igor Ivanovich Sechin personally. Say, if everything is done in compliance federal laws and corporate regulations, it turns out to be long and inefficient. According to experts, due to the postponement of the commissioning of facilities as part of the modernization of five oil and gas processing enterprises of Rosneft, the lost profits may amount to at least 40 billion rubles. In addition, due to the company's inefficient purchasing policy, a decrease in oil and gas production is expected.

However, immediately after the start of the project, top managers of Rosneft began to hint vaguely that it would be very difficult to build an oil refinery without tax benefits and without attracted funds from investors. The contract for the design of VNHK was concluded in February 2014. However, the project has now stalled completely. Back in September 2014, Rosneft structures stopped the purchase of equipment, construction and installation work, and in fact curtailed all work on the project.

It is interesting that Rosneft recognized as many as four tenders failed as part of the preparatory work for the first and second phases of the VNKhK project. As reported in the materials of the customer on the public procurement website, the auction did not take place due to the lack of applications. It is possible that Sergey Mikhailov, director of the Rosneft Procurement Department, was simply not satisfied with the size of the rollback proposed by potential suppliers. Otherwise, it is difficult to imagine that the billion-dollar contracts of Rosneft, for which there is usually a serious struggle, were left without the attention of potential contractors.

And soon the vice president for personnel and social issues Yuri Kalinin at one of the internal meetings reported to the President of Rosneft Igor Sechin about the inexpediency of maintaining the staff of CJSC VNHK.
