We limited the study to the 70 largest enterprises by revenue in 2011, excluding state corporations and companies controlled by owners (Lukoil, Severstal, Rusal). After examining the official statements of companies, interviewing more than 10 senior recruiting consultants, using information from sources, we received expert judgment compensation to CEO. The final figure takes into account the remuneration that the CEO receives in the company (salary, bonus, percentage of profit) and in the boards of directors of subsidiaries. In Russia, unlike in Europe and the United States, even public companies do not disclose the amount of remuneration to the head in their statements. According to the draft law, salaries are expected to rise in 2019.

According to article No. 129 of the Labor Code of the Russian Federation, a person cannot receive a salary less than the established minimum wage level. But if a Russian citizen has not worked all the working days or has not fulfilled his duties, the manager has the right to independently regulate the amount of his salary.

Public sector salaries

Since January 1, 2019, the salaries of state employees have increased by an average of 5%.

The salaries of teachers, medical personnel, military personnel and members of the judiciary were mainly raised. In 2017, the average salary of a state employee was 31,200 rubles. After the increase, this amount increased to 33,000 rubles.

In 2019, it is expected to increase the salaries of public sector employees at least twice. Despite this, there is a tendency for salary delays in Russia. The delay in salaries affected, first of all, law enforcement officers and employees of the educational sphere (teachers, educators, university professors).

Employees of the Accounts Chamber receive approximately 171 thousand rubles a month. Members of the Federation Council receive 151 thousand rubles a month. State Duma deputies earn 123 thousand rubles. Compared to last year, their salary increased by 29%. Kremlin employees were awarded a 5% salary increase in 2018, so in 2019 their salary is 206,000 rubles.
