1 AREA OF USE

This International Standard specifies general rules construction, presentation, registration, agreement and approval of technical specifications (TU)<*>for products (products, materials, substances, etc.).

3.3 TU is developed for:

One specific product, material, substance, etc .;

Several specific products, materials, substances, etc. (group technical conditions).

Note - If it is necessary to develop products, materials, substances, etc. with increased requirements in relation to the existing ones, independent technical specifications are developed, in which a link to the current technical specifications is given or the current technical specifications are transformed into group ones with the necessary additions (changes).

3.4 The requirements established by the TU should not contradict the mandatory requirements of state (interstate) standards applicable to this product.

3.5 If individual requirements are established in standards or other technical documents that apply to a given product, then these requirements are not repeated in the TU, and in the corresponding sections of the TU they provide links to these standards and documents in accordance with GOST 2.105.

3.6 TU is drawn up on A4 sheets in accordance with GOST 2.301 with the main inscription in accordance with GOST 2.104 (forms and 2a), and the title page is drawn up in accordance with GOST 2.105 with the following additions:

field 6 - below the designation of TU, ​​if necessary, indicate in brackets the designation of the document, instead of which TU data of the type "(Instead ...)" were issued, the date of introduction or the validity period of the TU (if necessary).

Diagrams, drawings and tables illustrating individual provisions of the TU are performed on sheets of formats in accordance with GOST 2.301, while the main inscription is made in the form of 2a GOST 2.104.

TU originals, including those made on magnetic media, and copies obtained from them, may be made without the main inscription, additional columns and frames. In this case: (as amended by Amendment No. 2).

The designation TU is indicated on each sheet in the upper right corner (for single-sided printing) or in the left corner of even-numbered pages and the right corner of odd-numbered pages (for double-sided printing);

The signatures of persons provided for in the main inscription in accordance with GOST 2.104 indicate on the title page, and for technical specifications made on magnetic carriers in accordance with GOST 28388;

Changes are indicated in the change registration sheet, which is placed at the end of the TU (the recommended form of the change registration sheet in accordance with GOST 2.503).

3.7 Designation of technical specifications is assigned by the developer.

3.7.1 For products of mechanical engineering and instrument making, TU is designated in accordance with GOST 2.201.

Example - SHRPI.041221.002TU.

It is allowed to use the TU designation systems adopted before the introduction of GOST 2.201. At the same time, it is recommended, in accordance with the requirements of the ESKD, to form the designation of TU, ​​like any non-main design document, by adding the document code to the designation of the main design document - a drawing of a part, specification (GOST 2.102), for example, designation of a plunger pump specification - PN 200-00- 000, designation TU - PN 200-00-000 TU.

It is also allowed to use a double designation to designate TU:

Designation of TU as a non-main design document for ESKD;

Designation of technical specifications using the codes of the current classifiers of products and enterprises of the country - developer of technical specifications according to 3.7.2 (as amended by Amendment No. 2).

3.7.2 For materials, substances, etc. TU designation is recommended to be formed from:

Code "TU";

Product group code according to the product classifier of the country - the developer of the technical specifications;

Three-digit registration number assigned by the developer;

The code of the enterprise of the TU developer according to the classifier of enterprises of the country - the TU developer;

The year the document was approved.

An example of designation of technical specifications for the Russian Federation:

TU 1115-017-38576343-2000, where 1115 is the product group code for All-Russian classifier products (OKP), 38576343 - the code of the enterprise according to the All-Russian Classifier of Enterprises and Organizations (OKPO).

It is allowed to use the previously adopted TU designation systems. (as amended by Amendments N 1, N 2).

3.7.3. Item excluded. (as amended by Amendment No. 2).

3.8 Accounting, storage and amendments to technical specifications for mechanical engineering and instrument-making products are carried out in accordance with the procedure established by GOST 2.501 and GOST 2.503, and for materials, substances, etc. in the order accepted by the developer (holder of the original). (as amended by Amendments N 1, N 2).

3.9 To inform consumers about the products for which the technical specifications have been developed, the catalog sheet is filled in in the manner prescribed by the national standardization bodies.

4 RULES OF CONSTRUCTION AND STATEMENT OF THAT

4.1 TU should contain an introductory part and sections located in the following sequence:

Technical requirements;

Safety requirements;

Environmental protection requirements;

Acceptance rules;

Control methods;

Transportation and storage;

Operating instructions;

Manufacturer's warranty.

The composition of the sections and their content is determined by the developer in accordance with the characteristics of the product. If necessary, TU, depending on the type and purpose of the product, can be supplemented by other sections (subsections) or separate sections (subsections) may not be included in them, or separate sections (subsections) may be combined into one.

Note - The composition of the sections and the content of the technical specifications for products developed under contracts with the MO is coordinated with the representative of the Customer.

4.2 The introductory part should contain the name of the product, its purpose, scope (if necessary) and operating conditions.

The name of the product must correspond to the name indicated in the main document<*>for this product.

<*>For mechanical engineering and instrument-making products, the main document is the specification. For materials, substances, etc. the main document is a document which, together with other documents recorded in it, completely and unambiguously defines the given product.

The introduction should begin with the words:

"This specification applies to

name, symbolic designation of products intended for ... "

Example - "These specifications apply to the mainline diesel locomotive A-62, intended for freight and passenger transportation in a humid tropical climate", or "These specifications apply to BTA-185 enamel, intended for painting products operated in a humid tropical climate ".

At the end of the introductory part, an example of recording products in other documents and (or) when ordering is given.

If inventions are used in products for which there is no design (technical) documentation, then at the end of the introductory part (last paragraph) information about the inventions used is given.

4.3 The section "Technical Requirements" should contain the requirements of the norms and characteristics that determine the quality indicators and consumer (operational) characteristics of the product. (as amended by Amendment No. 2).

In general, a section should consist of the following subsections:

Basic parameters and characteristics (properties);

Requirements for raw materials, materials, purchased products;

Completeness;

Marking;

Package. (as amended by Amendment No. 1).

4.3.1 The subsection "Basic parameters and characteristics (properties)" should begin with the words:

must (but) comply with the requirements of these specifications. If there are standards for general technical conditions, as well as standards for a specific product, there should be a link to them immediately.

The subsection "Basic parameters and characteristics (properties)" contains:

The main parameters and characteristics that characterize the type (type, brand, model) of the product and, if necessary, give its image with overall, installation and connection dimensions or give a link to design or other technical documents with indication of their designations. If necessary, drawings and diagrams of products to which references are given may be placed in an appendix to the TU. When developing group technical specifications, the section indicates the product codes of each version according to the product classifier of the country of origin;

Designation requirements characterizing the properties of the product, defining its main functions, for which it is intended to be performed under specified conditions, the requirements of compatibility and interchangeability, for example: requirements for productivity, accuracy, processing speed, strength, calorie content, etc .; requirements for composition and structure (chemical, fractional, impurity concentration, content of components, etc.), physicochemical, mechanical and other properties (strength, hardness, heat resistance, wear resistance, etc.); requirements for functional, geometric, biological, electromagnetic, electrical, strength, software, technological, metrological, diagnostic, organizational, informational and other types of compatibility;

Reliability requirements for the products to perform their functions with a given efficiency in a given time interval and their preservation under given conditions Maintenance, repair, storage, transportation, including quantitative requirements, in the form of values ​​of complex indicators of product reliability and (or) single indicators of its reliability, durability, maintainability and preservation.

For products, the use of which, after a certain period of time, poses a danger to life, health of people, the environment, or can cause harm to the property of citizens, the service life should be established after which the product is considered unsuitable for use for its intended purpose (a list of such products is made in accordance with the established procedure).

For products, the consumer properties of which may deteriorate over time (food, perfumery and cosmetic products, medicines, household chemicals and others), the expiration dates must be indicated (a list of such products is made in the prescribed manner);

Requirements of electronic protection for products to ensure noise immunity, protection from electromagnetic and ionizing radiation, both own and foreign, deliberate electromagnetic radiation and other electronic radiation of natural and artificial origin;

Requirements for resistance to external influences and survivability, aimed at ensuring the performance of products when exposed to and (or) after exposure to mating objects and the natural environment or special environments, including: requirements for resistance to mechanical influences (vibration, shock, twisting, wind, etc.) NS.); requirements for resistance to climatic influences (fluctuations in temperature, humidity and atmospheric pressure, solar radiation, atmospheric precipitation, salt (sea) fog, dust, water, etc.); requirements for resistance to special influences (biological, electronic, chemical, including aggressive gases, detergents, fuel, oils, etc., electromagnetic fields, means of decontamination, degassing, disinfection, etc.);

Ergonomic requirements to ensure harmonization technical characteristics products with ergonomic characteristics and human properties (requirements for the workplaces of service personnel, compliance of the product and its components with the size of the human body, etc.);

Requirements for the economical use of raw materials, materials, fuel, energy and labor resources aimed at the economical use of raw materials, materials, fuel, energy and labor resources in the manufacture of products and in a regulated mode of use (application) of products for their intended purpose (specific consumption of raw materials, materials, fuel , energy, energy carrier, as well as efficiency, labor intensity per unit of consumer properties, etc.);

Manufacturability requirements that determine the suitability of products for manufacturing, operation, repairs with minimal costs at given values ​​of quality indicators;

Design requirements for products in the form of specific design solutions that ensure the most efficient performance by products of its functions, as well as rationality in its development, production and use: maximum permissible weight and overall dimensions of products; provision of external communications and interaction with other products, their compatibility, interchangeability, direction of rotation, direction of movement, etc.); construction materials, types of coatings (metallic and non-metallic) and their functional purpose (protection against corrosion, etc.); requirements to exclude the possibility of improper assembly and incorrect connection of cables, hoses and other errors of the service personnel during maintenance and repair; the use of basic designs and basic products; aggregation and block-modular construction of products, etc.

The requirements placed in the subsection "Basic parameters and characteristics (properties)" are indicated in relation to the modes and conditions of its operation (application) and tests.

If individual requirements cannot be expressed by certain indicators, but can be achieved subject to unambiguous compliance with any other requirements (sanitary and hygienic requirements for production facilities and performers, the use of a certain technological process, coating, special technological equipment or rigging, long-term training, running-in, endurance finished products or materials, etc.), then these requirements should be given in this subsection. (as amended by Amendment No. 1).

4.3.2 In the subsection "Requirements for raw materials, materials, purchased products", the following requirements are established:

For purchased products, liquids, lubricants, paints and materials (products, substances);

To precious materials, metals and alloys, the procedure for their accounting;

To secondary raw materials and waste industrial production. (as amended by Amendment No. 1).

4.3.3 In the subsection "Completeness" set included in the delivery set of separate (mechanically not connected during delivery) component parts of the product, spare parts for it, tools and accessories, materials, etc., as well as the documentation supplied with the product.

With a large nomenclature of component parts (for example, a technological complex), spare parts, tools, fixtures and operational documentation, it is recommended, instead of listing them, to provide a link to the corresponding design documents (specification, spare parts list, list of operational documents).

4.3.4 The subsection "Marking" establishes the following requirements for product labeling, including transport marking:

Place of marking (directly on products, on labels, labels, on containers, etc.);

Method of marking.

When describing the content of the marking, as a rule, indicate trademark, registered in the prescribed manner, and (or) the name of the manufacturer, the mark (marks) of conformity of products certified for compliance with the requirements of standards (interstate rules) and, if the products are subject to certification, the designation of the standard.

For products, in order to ensure the safety of which for the life and health of people during its use, certain conditions must be met, this subsection sets out the requirements for the content of the following instructions in the labeling:

Conditions of use and precautions for transportation, storage and use;

Safety (fire and explosion safety, etc.);

The timing of periodic inspection, control, re-preservation, etc.

4.3.5 In the subsection "Packaging", the requirements for packaging materials, method of product packaging, etc. are established.

The subsection indicates:

Rules for preparing products for packaging (including dismantling, conservation) with an indication of the means used;

Consumer transport packaging, including reusable packaging, auxiliary materials used in packaging, as well as the requirements of the technical label (for consumer goods);

The number of products in a unit of consumer packaging and shipping containers;

Methods of packaging products depending on the conditions of transportation (in containers, without containers, etc.);

The order of placement and method of stacking products;

The list of documents put into containers during packing, and the method of packing them.

4.4 The section "Safety Requirements" establishes requirements that must contain all types of permissible hazards and be established in such a way as to ensure the safety of the product during its service life (shelf life).

The section indicates: electrical safety requirements; requirements fire safety; explosion safety requirements; radiation safety requirements; safety requirements against the effects of chemical and polluting substances, including the maximum permissible concentration of substances or its constituent components; safety requirements for the maintenance of machinery and equipment, including safety requirements for erroneous actions of the maintenance personnel and spontaneous disruption of functioning; requirements for protective equipment and safety measures, including for the device of fences, travel restrictions, interlocks, limit switches of moving elements, fasteners and clamps of moving parts, equipment of workplaces, controls and control devices, alarms, requirements for the application of signal colors and safety signs, requirements for the removal, reduction, localization of hazardous and harmful production factors in the places of their formation. If necessary, give the hazard class, permissible levels of hazardous and harmful production factors created by equipment and machines, the nature of the effect of the substance on the human body, information about the ability of the material, substance to form toxic and fire and explosive compounds in the air and waste water in the presence of other substances or factors, information on the fire and explosive properties of the material, substance and measures to prevent their spontaneous combustion and (or) explosion, methods of neutralization and disposal of the substance, material with pronounced toxic and fire and explosive properties.

4.5 The section "Environmental Protection Requirements" establishes requirements for preventing harm to the environment, health and human genetic fund during testing, storage, transportation, operation (use) and disposal of environmentally hazardous products.

The section includes indicators and norms that determine:

Requirements for permissible (in terms of level and time) chemical, mechanical, radiation, electromagnetic, thermal and biological effects on the environment;

Requirements for the stability of pollutants, toxic substances in environmental objects (water environment, atmospheric air, soil, bowels, flora, monosphere, etc.);

Requirements for disposal and disposal sites for hazardous products and waste, etc. (as amended by Amendments IMS 10-2006)

4.6 In the section "Acceptance rules" indicate the procedure for product control, the procedure and conditions for the presentation and acceptance of products by the technical control bodies of the manufacturer and the consumer (customer), the size of the submitted batches, the need and time for holding the products before the start of acceptance, accompanying presentation documentation, as well as the procedure for registering the results of acceptance.

Depending on the nature of the product, test programs are established (for example, acceptance, periodic, typical, for reliability), and also indicate the procedure for using (storing) products that have passed the test, the need for sampling and storage of samples for repeated (additional) testing, etc. ...

For each category of tests, the frequency of their conduct, the number of controlled samples, the list of controlled parameters, norms, requirements and product characteristics and the sequence in which control is carried out are established. The possibility of changing the sequence of the control, if necessary, is discussed separately.

For selective or statistical quality control, the control plan is indicated (the volume of the controlled lot, the volume of samples for piece or samples for non-piece products, control standards and decision rules).

The section stipulates the rules and conditions for acceptance, the procedure and conditions for rejecting products and resuming acceptance (re-inspection) after analyzing the identified defects and eliminating them.

If re-inspection of returned products is not allowed, then this should be specifically stipulated in the TU.

The section must stipulate the conditions and procedure for the final rejection of products.

In the section, if necessary, the procedure and place for affixing stamps, stamps, seals, confirming the acceptance of products by the control authorities, should be established.

4.7 In the section "Methods of control", methods, methods, modes of control (tests, measurements, analysis) of parameters, norms, requirements and characteristics of products are established, the need for control of which is provided for in the section "Rules of acceptance".

Control methods (tests, measurements, analysis) must be objective, clearly formulated, accurate and provide consistent and reproducible results.

Methods and conditions of control (tests, measurements, analysis) should be as close as possible to the conditions of product use.

It is allowed to establish several equivalent methods for controlling the parameters and properties of products.

For each control method (tests, measurements, analysis), depending on the specifics of the conduct, the following should be established:

Sampling methods (samples);

Equipment, materials and reagents, etc .;

Preparation for control (testing, measurement, analysis);

Control (testing, measurement, analysis);

Processing of results.

If for several control methods the content of individual requirements is the same, then the corresponding requirements are given only for the first method, and for the rest, references to the first method are given.

When describing the methods of sampling (samples), the place, method of sampling and the number of samples (samples), their shape, type, size or mass should be indicated. If an average sample is required, indicate the methods of sampling.

When setting out the requirements for equipment, materials and reagents, a list of the equipment used (installations, devices, fixtures, tools) and the norms of its error, as well as a list of materials and reagents used in the tests, are given.

If it is necessary to unambiguously determine a specific type or a specific brand of equipment, material or reagent, their symbol should be given and the documents on which they are delivered should be indicated.

When using universal equipment, indicate its name, class or accuracy, etc.

When using equipment, materials or reagents made specifically for the control of a given product, in the text of the TU or in an appendix to them, a description of the scheme, recipe or links to the relevant documentation necessary for their manufacture and control of their quality is given.

Allowable equivalent replacement of control devices must be specified specifically with an indication of the features of the use of these tools. At the same time, the TU should stipulate which means of control is arbitration.

When setting out the requirement for the preparation of products for control (testing, measurements, analysis), indicate the data concerning the preparation for control of the product, as well as equipment, materials and reagents required for control.

In the text of the TU or in the appendix to the TU, if necessary, the connection diagrams of the equipment with the controlled product are given.

When setting out the requirements for the control, the sequence of operations carried out, their description, and, if necessary, the procedure for maintaining records are given.

If, in the process of control, the possibility of adjusting (adjusting) parameters or carrying out operations similar to those carried out in operating conditions is checked, then the methods of their implementation must coincide with those specified in the operating documentation.

When describing the control operations, safety instructions and special precautions are given.

When setting out the requirements for processing the results, calculation formulas are given, the accuracy of the calculations and the degree of rounding of the data obtained, as well as the permissible discrepancies in parallel determinations (calculations), are indicated.

Control methods, means of control, as well as equipment used in control are not indicated in the TU if they are established in interstate, state and industry standards, as well as in instructions or programs and test methods developed in accordance with GOST 2.102, while in TU should have a link to these documents. 4.8 In the section "Transportation and storage", the requirements for ensuring the safety of products during transportation and storage, including safety assurance, are established.

The section indicates the types of transport (air, rail, sea, road) and Vehicle(covered or open wagons, refrigerated wagons, cisterns, holds or decks of ships, enclosed vehicles, etc.), methods of fastening and sheltering products in these means, as well as requirements for the transportation of products in universal, specialized containers, specialized transport and in packages, number of places (weight) of products in containers, overall dimensions of packages, order of placement of packages, etc.

The section indicates the parameters of transportation (permissible range, speed, etc.) and permissible mechanical effects during transportation, climatic conditions, special requirements for products during transportation (the need to protect against external influences from impacts during loading and unloading and rules for handling products after transportation at low temperatures, the procedure for de-preservation, etc.).

The section indicates the storage conditions of products, ensuring their safety, including the requirements for the place of storage of products (shed, covered warehouse, heated room, etc.), for the protection of products from the influence external environment(moisture, noxious fumes, etc.), the temperature regime of storage, and, if necessary, the requirements for the timing of periodic inspections of stored products, routine maintenance, as well as the necessary methods of conservation and conservation materials, the brand and documents according to which they are delivered, or links to relevant documents are provided.

In addition, they give a method of stacking products (in stacks, on racks, linings, etc.), as well as special rules for storing perishable, poisonous, flammable, explosive and similar products.

The rules for storing products are set out in the following sequence:

Storage;

Warehousing conditions;

Special rules and terms of storage (if necessary).

Requirements for transportation and storage can be given only if there is no transportation and storage standard for this product.

4.9 In the section "Instructions for use", instructions are given on the installation, assembly and use of the product at the place of its operation (use), for example, the method of connection with other products; requirements for cooling conditions, indicating, if necessary, criteria and control methods; the ability to work in other environments; special operating conditions (the need for protection from electric and radiation fields, the requirements of periodic training, operational maintenance, etc.); disposal information; measures for the preparation and dispatch of products, materials, substances for disposal; methods of disposal, if the product, materials, substances pose a danger to life, health of people and the environment after the end of their service life (use, operation), or give a link to the relevant documents, for example, to operating documents. 4.10 The section "Manufacturer's Warranty" sets forth the rights and obligations of the manufacturer under warranties in accordance with applicable law.

Note - For products developed by orders of the Ministry of Defense, the rules for the section execution are established by the relevant ND. (as amended by Amendment No. 1).

4.11 In the appendix to the TU, if necessary, give:

List of documents (standards, instructions, technical specifications and other documents), which are referenced in these specifications;

The list of equipment (stands, instruments, fixtures, rigging, tools, utensils, etc.) of materials and reagents required for product control;

Short description with the characteristics of equipment, materials and reagents required for product control;

A brief description with the characteristics of equipment, materials and reagents, instructions for use and periodic verification, if these data are not set forth in independent documents.

5 APPROVAL AND APPROVAL OF TECHNICAL CONDITIONS

5.1 TU are subject to approval at the acceptance committee, if the decision to put the product into production is made by the acceptance committee.

The developer agrees with the customer (consumer) TU and together with other documents subject to approval at the acceptance committee, sends them no later than one month before the start of its work in the organization (enterprise), whose representatives are included in the acceptance committee, - in accordance with GOST 15.001 ...

The signing of the acceptance certificate for the prototype (pilot batch) of products by the members of the acceptance committee means the approval of the TU.

The need to send technical specifications for approval to other interested organizations, if they are not members of the acceptance committee, is determined by the developer together with the customer (consumer).

5.2 If the decision to put the product into production is made without an acceptance commission, the TU is sent for approval to the customer (consumer).

The need to send technical specifications for approval to other interested organizations, if they have requirements related to their competence, is determined by the developer together with the customer (consumer). TR should be sent to all organizations at the same time.

5.4 For a technological complex supplied as a complete set to the customer (consumer), the technical specifications are additionally agreed with the organization performing the installation in terms of the requirements related to its competence, if these requirements were not previously agreed with it.

5.5 Consideration of technical specifications submitted for approval should not exceed 20 days from the date of their receipt by the organization.

5.7 The need for agreement with the consumer of technical specifications for products developed on an initiative basis is determined by the developer.

5.8 Changes to the technical specifications are agreed in the order established for the technical specifications. Changes to the technical specifications are allowed to be coordinated only with the customer (consumer), if they do not affect the organizations that have previously agreed on the technical specifications.

5.9 The TU is approved by the TU developer or the body provided for by the current legislation. (as amended by Amendment No. 1).

5.10 Changes to the technical specifications are approved by the holder of the original technical specifications, unless otherwise specified in the agreement on the transfer of a set of technical documentation.

5.11 The approval of the technical specifications (changes to them) is made out with the signature of the head (deputy head) of the developer under the heading "APPROVED" on the title page of the document.

5.12 TUs are approved, as a rule, without limitation of validity period.

The limitation of the period of validity of the TU is established, if necessary, by agreement with the customer (consumer).

5.13 Technical specifications for products developed by orders of the Ministry of Defense are coordinated and approved in accordance with the rules established by the relevant ND.

5.14 TU for certain types products are approved by ministries (departments), if their approval is established by legislative or other regulations. (as amended by Amendments IMS 12-2000).

3 Terms, definitions and abbreviations

3.1 Terms and definitions

This standard applies following terms with appropriate definitions:

3.1.2 Machine-building and instrument-making product (product, machine-building products): A product, the development, manufacture and use of which are carried out according to the design documentation.

Note - Products of mechanical engineering and instrumentation can be devices, tools, machines, instruments, equipment, aggregates, apparatuses, mechanisms, complexes, kits, systems, accessories, fixtures, tools, furniture, packaging, etc.

3.2 Abbreviations

The following abbreviations are adopted in this standard:

ESKD - unified system of design documentation;

SPTA - spare parts, tools and accessories;

КД - design document (design documentation);

ND - regulatory document;

ПЗ - customer representation;

SCh - an integral part of the product;

TK for ROC - technical task to perform development work;

TU - technical conditions.

4 Key points

4.1 TU in accordance with GOST 2.102 are design documents containing requirements (the totality of all indicators, norms, rules and regulations) to the product, its manufacture, control, acceptance and delivery, which are impractical to indicate in other design documents.

TUs are developed by the decision of the developer, the customer, if this is not reflected in the TOR for the ROC.

Technical specifications are developed as part of a set of design documents and are an integral part of a set of design documents for a product.

4.2 TU should be developed, as a rule, for products intended for independent delivery (sale) to the consumer. Technical specifications, by agreement of the customer (consumer) with the developer (supplier), design documentation can be developed for individual component parts of the product, if this is not established in the technical specification for the design and development work.

Note - TU for products of national economic purpose of single production of one-time production is allowed not to be drawn up. The development, manufacture, acceptance and delivery of such products may be carried out in accordance with the technical specification developed in accordance with GOST 15.001.

4.3 TU should be developed:

- for one specific product;

- for several products of the same type (group technical specifications) in accordance with the requirements of GOST 2.113.

Note - If it is necessary to develop products with increased requirements in relation to the existing ones, independent technical specifications should be developed, in which a reference to the current technical specifications should be provided, or the current technical specifications are transformed into group ones with the necessary additions (changes).

4.4 The requirements established in the TU should not contradict the requirements of the standards (interstate, national, industry) applicable to this product, if this does not contradict national legislation. In TU, the requirements of the standards should not be repeated; these requirements are replaced with references to these standards in accordance with GOST 2.105.

4.5 TU in accordance with the TOR for R&D is allowed to develop at any stage of development of design documentation in accordance with GOST 2.103, at the design stages of development - projects, at the working stages of development - working specifications.

Note - If it is necessary to develop a product with increased requirements in relation to the current one, independent technical specifications should be developed, in which a reference to the current technical specifications should be provided, or the existing technical specifications should be transformed into group ones with the necessary additions (changes).

4.6 Designation of technical specifications for products of mechanical engineering and instrumentation in accordance with the rules for designating design documentation in accordance with the standards of ESKD is mandatory.

Working TU as a type of CD should be designated in accordance with GOST 2.102, GOST 2.104, GOST 2.201 and OK 012; for example, designation TU of a cylindrical gear: ABVG.303121.001 TU *;

TU projects - in accordance with GOST 2.201 (Appendix 1) in accordance with general rules designation of the draft design documentation with the addition of the "TU" code at the end of the designation; for example, the designation of a spur gear: ЭР 24.03.36.07.TU *.

Note - It is allowed to use the previously existing designation system, while TU should be designated according to the general rules for designating CD.

4.7 TU can be performed in paper or in electronic form(on paper or electronic media).

4.8 TU in paper form should be performed on A4 sheets in accordance with GOST 2.301 with the main inscription in accordance with GOST 2.104 (forms 2 and 2a), and the title page should be drawn up in accordance with GOST 2.105 with the addition:

- in field 6 - below the designation of the technical specifications, if necessary, indicate in brackets the designation of the document, instead of which the technical specifications were issued by type ("Instead ..."), the date of introduction or the validity of the technical specifications (if necessary).

Diagrams, drawings and tables illustrating individual provisions of the TU are performed on sheets of formats in accordance with GOST 2.301, while the main inscription is made in accordance with Form 2 of GOST 2.104.

The originals of the TU are allowed to be performed without the main inscription, additional columns and frames. In this case:

a) designation TU should be indicated on each sheet in the upper right corner (for single-sided printing) or in the left corner of even-numbered pages and the right corner of odd-numbered pages (for double-sided printing);

b) signatures of persons and letters provided for in the main inscription in accordance with GOST 2.104 should be placed on the title page;

c) changes should be drawn up in accordance with GOST 2.503 and indicated in the change registration sheet, which should be placed at the end of the TU (the recommended form of the change registration sheet is in accordance with GOST 2.503).

4.9 TU in electronic form should be performed as electronic document(on electronic media) in accordance with GOST 2.051.

TU made in electronic form should be transferred in accordance with GOST 2.511 and GOST 2.512.

Graphic materials (diagrams, drawings, electronic geometric models of the product) illustrating individual provisions of the TU should be performed in accordance with the requirements of the ESKD standards for the corresponding types of design documentation without a title block, additional columns and frames.

The requisite part of the TU in electronic form should be performed in accordance with GOST 2.058.

4.10 The text of TU should be performed in accordance with GOST 2.105, accounting, storage of TU - in accordance with GOST 2.501, changes in TU - in accordance with GOST 2.503.

4.11 To inform consumers about the product for which the TU has been developed, it is necessary to fill in the catalog sheet in the manner prescribed by the national standardization bodies.

4.12 If necessary, it is allowed to develop technical specifications for non-machine-building products in accordance with this standard. Such technical specifications are recommended to be designated on the basis of the product classifier of the country that developed the technical specifications in terms of structure in accordance with regulatory documents.

Note - Non-machine-building products should be understood as products that are developed, manufactured and used not in accordance with ESKD. Examples of these products include: substances, materials, clothing, footwear, etc.

5 Rules for the construction and presentation of technical conditions

5.1.1 TU, in general, should contain an introductory part and sections arranged in the following sequence:

- technical requirements;

- safety requirements;

- requirements for environmental protection;

- acceptance rules;

- methods of control (testing);

- instructions for use, including the requirements for storage, transportation and disposal of the product;

- manufacturer's warranty.

5.1.2 The composition of the sections and their content is determined by the developer in accordance with the characteristics of the product, if this is not established in the TOR for R&D. If necessary, technical specifications, depending on the type and purpose of the product, can be supplemented with other sections (subsections), or they may not include separate sections (subsections), or separate sections (subsections) may be combined into one.

Note - The composition of the sections and the content of the technical specifications for products developed by order of the Ministry of Defense must be agreed with the customer (PZ).

5.2 Introduction

5.2.1 The introductory part should contain the name of the product, its designation in accordance with the ESKD, the scope (if necessary) and the operating conditions.

5.2.2 The name of the product and its designation must correspond to the name and designation indicated in the main CD for this product.

5.2.3 The introduction should begin with the words:

"This specification applies to

name, product designation

Example - "These specifications apply to a gas-jet turbocharger engine (DTG-20M)", ABVG 384226.001 ...

5.2.4 At the end of the introductory part, an example of recording a product in other CD and / or when ordering should be given.

5.2.5 If inventions are used in the product, then at the end of the introductory part (last paragraph), information about the inventions used is given.

5.3 Technical requirements

5.3.1 The section shall contain requirements, norms and characteristics that determine the quality indicators and performance characteristics of the product.

As a rule, a section should consist of the following subsections:

- basic parameters and characteristics (properties);

- requirements for raw materials, materials, purchased products;

- completeness;

- marking;

- package.

5.3.2 The subsection "Basic parameters and performance characteristics" should begin with the words:

5.3.2.1 In the subsection it is necessary to place:

- the main parameters and characteristics that determine the type (type, brand, model) of the product, and, if necessary, its image with overall, installation and connection dimensions should be provided or a link to the design documentation should be provided with an indication of their designations. If necessary, drawings, models, structures and diagrams of products to which references are given may be placed in an appendix to the TU. When developing group technical specifications in accordance with GOST 2.113, the section should indicate the designation of the versions;

- the requirements for the purpose, characterizing the properties of the product, determining its main functions, for which it is intended to be performed under the given conditions, the requirements of compatibility and interchangeability, the requirements for productivity, accuracy, processing speed, etc .; requirements for composition and structure, physical, physicochemical, mechanical and other properties (strength, hardness, heat resistance, wear resistance, etc.); requirements for functional, geometric, biological, electromagnetic, electrical, software, technological, metrological, diagnostic, organizational, informational and other types of compatibility;

- requirements for the reliability of the product performing its functions with a given efficiency in a given time interval and their preservation under specified conditions of maintenance, repair, storage, transportation, including quantitative requirements in the form of values ​​of complex indicators of product reliability and / or single indicators of its reliability, durability , maintainability and preservation;

- requirements for electronic protection for the product, to ensure noise immunity, protection from electromagnetic and ionizing radiation, both own and extraneous, intentional electromagnetic radiation and other electronic radiation of natural and artificial origin;

- requirements for resistance to external influences and survivability, aimed at ensuring the performance of the product when exposed to and / or after exposure to mating objects and the natural environment or special environments, including: requirements for resistance to mechanical influences (vibration, shock, twisting, wind, etc.) NS.); requirements for resistance to climatic influences (fluctuations in temperature, humidity and atmospheric pressure, solar radiation, atmospheric precipitation, salt (sea) fog, dust, water, etc.); requirements for resistance to special influences (biological, electronic, chemical, including aggressive gases, detergents, fuel, oils, etc., electromagnetic fields, means of decontamination, degassing, disinfection, etc.);

- the requirements of ergonomics, aimed at ensuring the coordination of the technical characteristics of products with the ergonomic characteristics and properties of a person (requirements for the workplaces of service personnel, the compliance of the product and its midrange with the size of the human body, etc.);

- requirements for the economical use of raw materials, materials, fuel, energy and labor resources, aimed at the economical use of raw materials, materials, fuel, energy and labor resources, in the manufacture of products in a regulated mode of use (application) of the product for its intended purpose (specific consumption of raw materials, materials, fuel, energy, energy carrier, as well as efficiency, labor intensity per unit of consumer properties, etc.);

- manufacturability requirements that determine the suitability of the product for manufacturing, operation, and repair with minimal costs at the given values ​​of quality indicators;

- design requirements for the product in the form of specific design solutions that ensure the most effective performance by the product of its functions, as well as the rationality of development, production and use: maximum permissible weights and dimensions of the product; provision of external communications and interaction with other products, their compatibility, interchangeability, direction of rotation, direction of movement, etc.; construction materials, types of coatings (metallic and non-metallic) and their functional purpose (protection against corrosion, etc.); requirements to exclude the possibility of improper assembly and incorrect connection of cables, hoses and other errors of the service personnel during maintenance and repair; the use of basic designs and basic products; aggregation and block-modular construction of products, etc.

5.3.2.2 The requirements placed in the subsection should be specified in relation to the modes and conditions of operation, control (testing) of the product.

5.3.2.3 If individual requirements cannot be expressed by certain indicators, but can be achieved subject to unambiguous compliance with any other requirements (sanitary and hygienic requirements for production facilities and performers, the use of a certain technological process, coating, special means of technological equipment, long-term training, running-in, aging of finished products and materials, etc.), then these requirements should be given in this subsection.

5.3.2.4 For products, the use of which, after a certain period of time, poses a danger to life, health of people, the environment or may cause harm to the property of citizens, the service life should be established, after which the product is considered unsuitable for its intended use (a list of such products is made in established order).

5.3.3 In the subsection "Requirements for purchased products, raw materials," the following requirements should be established:

- to purchased products, fluids, lubricants, paints and materials;

- to precious materials, non-ferrous metals and alloys, the procedure for their accounting;

- to secondary raw materials and industrial waste.

5.3.4 In the subsection "Completeness", the supplied separate (not mechanically connected during delivery) spare parts, spare parts, materials, etc., as well as the CD supplied with the product, should be installed.

With a large nomenclature of spare parts, spare parts and operational documentation, it is recommended, instead of listing them, to provide a link to the corresponding design documents (specification, spare parts list, list of operating documents).

5.3.5 The subsection "Marking" should establish the following requirements for product marking, including transport marking:

- place of marking (directly on the product, labels, packaging, etc.);

- information about the location of the manufacturer;

- the content of the marking;

- method of marking.

5.3.5.1 When describing the content of the marking, as a rule, it is necessary to indicate the trademark registered in the prescribed manner and / or the name of the organization, the mark (s) of conformity of the product, certified for compliance with the requirements regulatory documents and, if the product is subject to certification, the designation of the standard for the mark of conformity.

5.3.5.2 For a product, for the safety of which for the life and health of people during operation it is necessary to fulfill certain requirements, this subsection should set out these requirements, for example:

- requirements for operation and precautions during operation, storage, transportation, directly during operation and disposal;

- safety (fire and explosion safety, etc.);

- terms of periodic inspection, control, re-preservation, etc.

5.3.6 The subsection "Packaging" should contain the following information:

- rules for preparing products for packaging (including disassembly (dismantling), conservation) with an indication of the means used;

- consumer and shipping containers, including reusable containers, auxiliary materials used in packaging, as well as the requirements of technical aesthetics;

- the number of products in a unit of consumer packaging and shipping containers;

- methods of packaging products depending on the conditions of transportation (in containers, without containers, etc.);

- the order of placement and the method of stacking products;

- a list of design documents inserted into the packaging (container) during packing, and the method of packing them.

5.4 Safety requirements

The section should establish requirements that contain all types of permissible hazards, so that the safety of the product is ensured during its service life.

The section should indicate:

- electrical safety requirements;

- fire safety requirements;

- explosion safety requirements;

- radiation safety requirements;

- safety requirements against exposure to chemical and pollutants, including the maximum permissible concentration of substances or its constituent components;

- safety requirements when servicing the product, including safety requirements in case of erroneous actions of maintenance personnel and spontaneous disruption of functioning;

- requirements for protective equipment and safety measures, including for the device of barriers, travel restrictions, interlocks, limit switches of moving elements, fasteners and clamps of moving parts, equipment of workplaces, controls and control devices, alarm systems;

- requirements for the application of signal colors and safety signs;

- requirements for the removal, reduction, localization of hazardous and harmful production factors in the places of their formation.

If necessary, the section should provide the hazard class, the permissible levels of hazardous and harmful production factors created by equipment and machines, the nature of the substance's action on the human body, information on the product's ability to form toxic and fire and explosive compounds in the air and wastewater in the presence of other products or factors, information about the fire and explosive properties of the product and measures to prevent its spontaneous combustion and / or explosion, methods of neutralization and disposal of a product with pronounced toxic and fire and explosive properties.

Safety requirements should not contradict the current technical regulations in this area.

5.5 Environmental protection requirements

5.5.1 The section shall establish requirements for preventing harm to the environment, health and human genetic fund during testing, storage, transportation, operation and disposal of the product.

5.5.2 The section should include indicators and norms that determine:

- requirements for permissible (in terms of level and time) chemical, mechanical, radiation, electromagnetic, thermal and biological effects on the environment;

- requirements for the stability of pollutants, toxic substances in environmental objects (water environment, atmospheric air, soil, bowels, flora, monosphere, etc.);

- requirements for disposal and disposal sites for hazardous products and waste, etc.

5.6 Acceptance rules

5.6.1 In the section, it is necessary to indicate the procedure for control of products, the procedure and conditions for the presentation and acceptance of products by the technical control bodies of the organization and the consumer (customer), the size of the submitted batches, the need and time for holding the product before acceptance, accompanying bearer documentation, as well as the procedure for registering the results acceptance.

5.6.2 Depending on the nature of the product, the programs and test methods (for example, acceptance, periodic, typical, for reliability) should be established, and the procedure for using (storing) the product that has passed the test, the need for sampling and storage of samples for repeated (additional) tests, etc.

5.6.3 For each category of tests, the frequency of their conduct, the number of controlled samples, the list of controlled parameters, norms, requirements, characteristics and the sequence in which control is carried out should be established. The possibility of changing the sequence of the control, if necessary, is discussed separately.

5.6.4 For selective or statistical quality control, the control plan should be indicated (the volume of the controlled lot, the volume of samples for a piece item or samples for non-piece items, control standards and rules).

5.6.5 The section should indicate the rules and conditions for acceptance, the procedure and conditions for rejecting products and resuming acceptance (re-inspection) after analyzing the identified defects and eliminating them.

If re-inspection of returned products is not allowed, then this should be specifically stipulated in the TU.

The section must stipulate the conditions and procedure for the final rejection of products.

5.6.6 If necessary, the section shall establish the procedure and place for affixing stamps, stamps, seals, confirming the acceptance of the product by the control authorities.

5.7 Control requirements

5.7.1 In this section, it is necessary to establish programs, methods and modes of control (tests, measurements, analysis) of parameters, norms, requirements and characteristics of products, the need for control of which is provided for in the section "Acceptance Rules".

5.7.2 Control programs and methods (tests, measurements, analysis) should be objective, clearly formulated, accurate and should provide consistent and reproducible results.

5.7.3 Programs and methods and conditions of control (tests, measurements, analysis) should be as close as possible to the conditions of use of the product.

5.7.4 It is allowed to install several equivalent programs and methods for controlling the parameters and properties of the product.

5.7.5 For each program or method of control (tests, measurements, analysis), depending on the specifics of the conduct, the following should be established:

- methods of sampling (samples);

- equipment, materials and reagents, etc .;

- preparation for control (testing, measurement, analysis);

- control (testing, measurement, analysis);

- processing of results.

5.7.6 If for several control methods the content of individual requirements is the same, then the corresponding requirements should be given only for the first method, and for the rest, refer to the first method.

5.7.7 When describing the methods of sampling (samples), the place, method of sampling and the number of samples (samples) should be indicated. If an average sample is required, indicate the methods of sampling.

5.7.8 When setting out the requirements for equipment, materials and reagents, a list of applied control means (equipment, stands, installations, instruments, fixtures, tools, etc.) and their error rates, as well as a list of materials and reagents used in the tests, should be provided.

If it is necessary to unambiguously determine a specific type or a specific brand of a material control device or a reagent, their symbol should be given and the documents according to which they should be delivered should be indicated.

5.7.9 When using control tools, materials and reagents manufactured specifically for the control of this product, the text of the TU or an appendix to them should include their description, recipes or references to the relevant documentation necessary for their manufacture and control of their quality.

5.7.10 Allowable equivalent replacement of control devices should be specified specifically with an indication of the features of the use of these tools. At the same time, the TU should stipulate which means of control is arbitration.

5.7.11 When describing the requirements for the preparation of the device for control (testing, measurement, analysis), the data concerning the preparation for the control of the device, as well as the means of control, materials and reagents necessary for control, should be indicated.

5.7.12 When setting out the requirements for the control, the sequence of operations performed, their description, and, if necessary, the procedure for maintaining records should be provided.

5.7.13 If, during the control process, the possibility of adjusting (adjusting) parameters or performing operations similar to those carried out in operating conditions is checked, then the methods of their implementation must coincide with those specified in the operating documents.

5.7.14 When describing the control method, the safety requirements and special precautions should be given.

5.7.15 When setting out the requirements for processing control results (testing, measurement, analysis), calculation formulas are given, the accuracy of calculations and the degree of specification of the data obtained, as well as permissible discrepancies in parallel determinations (calculations), are indicated.

5.7.16 Control programs and methods, controls used during control should not be specified in the technical specifications if they are established in interstate, national, industry standards and other regulatory documents, as well as in instructions or programs and test methods developed as design documentation in accordance with with GOST 2.102 and GOST 2.106, including in the CD "Program and Test Procedure" in accordance with GOST 2.106, which should be referenced in TU.

5.7.17 In the text of the TU or in the appendix to the TU, if necessary, diagrams of connection of the control means with the controlled item should be provided.

5.8 Operating instructions, including storage, transportation and disposal requirements

5.8.1 In this section, it is necessary to establish the requirements for the operation of the product, for the installation, assembly and use of products at the place of their operation (use), for example, the method of connection with other products: requirements for working conditions at low or high temperatures, indicating, if necessary, criteria and control methods; the ability to work in other environments; special operating conditions (the need for protection from electric and radiation fields, requirements for preliminary testing, maintenance, etc.).

5.8.2 The subsection "Storage and transportation" should establish the requirements for ensuring the safety of the product during its storage and transportation, including for ensuring safety.

Requirements for storage and transportation should be given only if there are no standards for this product and other regulatory documents for storage and transportation.

5.8.2.1 The subsection should indicate the storage conditions of the product that ensure its safety, including the requirements for the place of storage of products (shed, covered warehouse, heated room, etc.), for the protection of products from the influence of the external environment (moisture, harmful vapors etc.), the temperature and humidity conditions of storage, and, if necessary, the requirements for the timing of periodic inspections of stored products, routine maintenance, as well as the necessary methods of conservation and conservation materials, the brand and documents on which they are delivered, or provide links to the relevant documents ...

5.8.2.2 The subsection should provide a method for stacking products (in stacks, on racks, linings, etc.), as well as special rules for storing poisonous, flammable, explosive and similar products.

5.8.2.3 The rules for storage of products are set out in the following sequence:

- storage;

- storage conditions;

- storage conditions;

- special rules and terms of storage (if necessary).

5.8.2.4 The subsection should indicate the types of transport (air, water, rail, road) and vehicles (for example, covered or open wagons, refrigerated wagons, tanks, holds or decks of ships, closed vehicles, etc.), methods of fastening and the shelter of the product in these means, as well as the requirements for the transportation of products in a universal specialized container, specialized transport, the number of places (weight) of products in a container, overall dimensions of the container, the procedure for placing containers, etc.

5.8.2.5 The subsection should indicate the transportation parameters (permissible range, speed, etc.) and permissible mechanical, temperature and other effects during transportation, climatic conditions, special requirements for products during transportation (the need for protection from external influencing factors, from impact during loading and unloading and rules for handling products after transportation at low or high temperatures, the procedure for de-preservation, etc.).

5.8.2.6 Requirements for storage and transportation should be provided only if there are no corresponding ND or CD for this product, which reflects the storage and transportation conditions.

5.8.3 The subsection "Requirements for the disposal of the product" should include:

- measures for the preparation and dispatch of the product for recycling;

- methods of disposal if the product poses a danger to life, health of people and the environment after the end of its service life, or give references to the corresponding normative documents or design documents.

5.9 Manufacturer's Warranties

In the section "Manufacturer's Warranties" it is necessary to establish the rights and obligations of the manufacturer under warranties in accordance with applicable law.

Note - For products developed by the orders of the Ministry of Defense, the rules for the design of the section should be established according to the relevant ND or in agreement with the customer (PZ).

6 Procedure for coordination and approval of technical specifications

6.1 TU must be agreed and approved as part of a set of design documentation for a product at the acceptance committee in accordance with the requirements of the System for the development and launch of products into production, if the decision to put the product into production is made by the acceptance committee.

Note - A set of design documents aimed at approval is determined by the developer, if this is not specified in the technical assignment for design and development.


The developer should agree with the customer (consumer) the technical specifications as part of the design documentation set and send it no later than one month before starting work in the organization whose representatives are included in the acceptance committee.

The signing of the acceptance certificate for the technical specifications as part of the design documentation set for the product at any stage of development in accordance with GOST 2.103 by the members of the acceptance committee means the approval of the design documentation set, including the technical specifications.

TU containing requirements related to the competence of the authorities state control and supervision, if they are not members of the acceptance committee, are subject to agreement with them.

The need to send technical specifications with a set of design documents for approval to other interested organizations, if they are not members of the acceptance committee, should be determined by the developer in agreement with them.

6.2 If the decision to put the product into production is made without an acceptance commission, the technical specification with a set of design documents must be sent for approval to the customer (consumer).

TUs containing requirements related to the competence of state control and supervision bodies are subject to agreement with them.

The need to send technical specifications with a set of design documents for approval to other interested organizations, if they have requirements related to their competence, should be determined by the developer in agreement with the customer (consumer). TR should be sent to all organizations at the same time.

6.4 For the type of product "complex" supplied as a complete set to the customer (consumer), the technical specifications should additionally be coordinated with the organization that carries out the installation at the site of operation, in terms of the requirements related to its competence, if these requirements were not previously agreed with it.

6.5 Consideration of technical specifications as part of a set of design documents submitted for approval should not exceed 1 month from the moment they are received by the organization.

6.6 The approval of the technical specifications as part of the set of design documents should be signed by the head (deputy head) of the approving organization under the heading "AGREED" or a separate document (act of the acceptance committee, letter, protocol, etc.), while under the heading "AGREED" the date must be indicated and document number.

When agreeing, the entry "Agreed with remarks" is not allowed.

6.7 The need to agree with the consumer a set of design documents, including specifications for the product, developed on an initiative basis, should be determined by the developer.

6.8 Changes to technical specifications should be drawn up in accordance with GOST 2.503 and agreed in the manner prescribed for design documentation. Changes to the technical specifications may only be agreed with the customer (consumer), if they do not affect the requirements of the organizations that have previously agreed upon the technical specifications.

6.9 TU as part of a set of design documentation must be approved by the developer or the body provided for by the current legislation.

6.10 Changes to the technical specifications should be developed and executed by the holder of the original technical specifications.

6.11 Approval of technical specifications as part of a set of design documents (changes to them) should be signed by the head (deputy head) of the developer under the heading "APPROVED" on the title page of the design documentation (set of design documents) in accordance with GOST 2.105.

6.12 ТУ are approved, as a rule, without limitation of validity period.

The limitation of the validity period of the technical specifications should be established, if necessary, in agreement with the customer (consumer).

6.13 TU as part of a set of design documents for products developed by orders of the Ministry of Defense should be coordinated and approved in accordance with the rules established by the relevant ND.

6.14 TU as part of a set of design documents for certain types of products can be agreed and approved by ministries (departments), if their coordination and approval are established by legislative or other legal normative documents.

3 BASIC PROVISIONS

3.1 TU is a technical document that is developed by the decision of the developer (manufacturer) or at the request of the customer (consumer) of the product.

3.2 Technical specifications (TU) are an integral part of the set of design or other technical documentation for products, and in the absence of documentation should contain a full range of requirements for products, their manufacture, control and acceptance.

3.3 TU is developed for:

One specific product, material, substance, etc .;

Several specific products, materials, substances, etc. (group technical conditions).

Note. - If necessary, the development of products, materials, substances, etc. with increased requirements in relation to the existing ones, independent technical specifications are developed, in which a link to the current technical specifications is given or the current technical specifications are transformed into group ones with the necessary additions (changes).

3.4 The requirements established by the TU should not contradict the mandatory requirements of state (interstate) standards applicable to this product.

3.5 If individual requirements are established in standards or other technical documents that apply to a given product, then these requirements are not repeated in the TU, and in the corresponding sections of the TU they provide links to these standards and documents in accordance with GOST 2.105.

3.6 TU is drawn up on A4 sheets in accordance with GOST 2.301 with the main inscription in accordance with GOST 2.104 (forms 2 and 2a), and the title page is drawn up in accordance with GOST 2.105 with the following additions:

field 6 - below the designation of TU, ​​if necessary, indicate in brackets the designation of the document, instead of which TU data of the type "(Instead ...)" were issued, the date of introduction or the validity period of the TU (if necessary).

Diagrams, drawings and tables illustrating individual provisions of the TU are performed on sheets of formats in accordance with GOST 2.301, while the main inscription is made in the form of 2a GOST 2.104.

TU originals made on magnetic media, and copies obtained from them, as well as TU for materials, substances, etc., regardless of the method of their implementation, can be performed without the main inscription, additional columns and frames. In this case:

The designation TU is indicated on each sheet in the upper right corner (for single-sided printing) or in the left corner of even-numbered pages and the right corner of odd-numbered pages (for double-sided printing);

The signatures of persons provided for in the main inscription in accordance with GOST 2.104 indicate on the title page, and for technical specifications made on magnetic media, according to GOST 28388;

Changes are indicated in the change registration sheet, which is placed at the end of the TU (the recommended form of the change registration sheet in accordance with GOST 2.503).

3.7 Designation of technical specifications is assigned by the developer.

3.7.1 For products of mechanical engineering and instrument making, TU is designated in accordance with GOST 2.201.

Example - SHRPI.041221.002TU.

3.7.2 For materials, substances, etc. TU designation is recommended to be formed from:

Code "TU";

Product group code according to the product classifier of the country - the developer of the technical specifications;

Three-digit registration number assigned by the developer;

The code of the enterprise of the TU developer according to the classifier of enterprises of the country - the TU developer;

The last two digits of the year the document was approved.

An example of designation of technical specifications for the Russian Federation:

TU 1115-017-38576343-93, where 1115 is the code of the product group according to the All-Russian Classifier of Products (OKP), 38576343 is the code of the enterprise according to the All-Russian Classifier of Enterprises and Organizations (OKPO).

3.7.3 It is allowed:

Use the previously adopted TU notation systems;

For mechanical engineering and instrument-making products, assign the TU designation according to 3.5.2, as well as a double designation according to 3.5.2 and according to GOST 2.201.

Example - TU 4311-182-38576343-92 (ABVG.523142.025), where 4311 is the product group code according to the All-Russian Classifier of Products (OKP); 38576343 - code of the enterprise according to the All-Russian Classifier of Enterprises and Organizations (OKPO).

3.8 Accounting, storage and amendments to the technical specifications for mechanical engineering and instrument-making products are carried out in the manner established by GOST 2.501 and GOST 2.503, and for materials and substances in the manner adopted by the developer.

3.9 To inform consumers about the products for which the technical specifications have been developed, the catalog sheet is filled in in the manner prescribed by the national standardization bodies.

4 RULES OF CONSTRUCTION AND STATEMENT OF THAT

4.1 TU should contain an introductory part and sections located in the following sequence:

Technical requirements;

Safety requirements;

Environmental protection requirements;

Acceptance rules;

Control methods;

Transportation and storage;

Operating instructions;

Manufacturer's warranty.

The composition of the sections and their content is determined by the developer in accordance with the characteristics of the product. If necessary, TU, depending on the type and purpose of the product, can be supplemented by other sections (subsections) or separate sections (subsections) may not be included in them, or separate sections (subsections) may be combined into one.

Note. - The composition of the sections and the content of the technical specifications for products developed under contracts with the Ministry of Defense are coordinated with the representative of the Customer.

4.2 The introductory part should contain the name of the product, its purpose, scope (if necessary) and operating conditions.

The name of the product must correspond to the name indicated in the main document * for this product.

* For mechanical engineering and instrument engineering products, the main document is the specification. For materials, substances, etc. the main document is a recipe, technological or other document that, together with other documents recorded in it, completely and unambiguously defines the given product.

The introduction should begin with the words:

At the end of the introductory part, an example of recording products in other documents and (or) when ordering is given.

If inventions are used in products for which there is no design (technical) documentation, then at the end of the introductory part (last paragraph) information about the inventions used is given.

4.3 The section "Technical Requirements" should contain requirements and standards that determine quality indicators and consumer (operational) characteristics of the product.

4.3.1 The subsection "Basic parameters and characteristics (properties)" contains:

The main parameters and characteristics that characterize the type (type, brand, model) of the product and, if necessary, give its image with overall, installation and connection dimensions or give a link to design or other technical documents indicating their designations. If necessary, the drawings of the products to which the links are given may be placed in the appendix to the TU. When developing group technical specifications, the section indicates the OKP codes of each performance according to the product classifier of the country of origin;

Designation requirements characterizing the properties of the product, defining its main functions, for which it is intended to be performed under specified conditions, the requirements of compatibility and interchangeability, for example: requirements for productivity, accuracy, processing speed, strength, calorie content, etc .; requirements for composition and structure (chemical, fractional, impurity concentration, content of components, etc.), physicochemical, mechanical and other properties (strength, hardness, heat resistance, wear resistance, etc.); requirements for functional, geometric, biological, electromagnetic, electrical, strength, software, technological, metrological, diagnostic, organizational, informational and other types of compatibility;

Reliability requirements for the products to perform their functions with a given efficiency in a given time interval and their preservation under specified conditions of maintenance, repair, storage, transportation, including quantitative requirements, in the form of values ​​of complex indicators of product reliability and (or) single indicators of its safety , durability, maintainability and preservation.

For products, the use of which, after a certain period of time, poses a danger to life, health of people, the environment, or may cause harm to property of citizens, service terms should be established.

For products, the consumer properties of which may deteriorate over time (food, perfumery and cosmetic products, medicines, household chemicals and others), the expiration dates must be indicated;

Requirements of electronic protection for products to ensure noise immunity, protection from electromagnetic and ionizing radiation, both own and foreign, deliberate electromagnetic radiation and other electronic radiation of natural and artificial origin;

Requirements for resistance to external influences and survivability, aimed at ensuring the performance of products when exposed to and (or) after exposure to mating objects and the natural environment or special environments, including: requirements for resistance to mechanical influences (vibration, shock, twisting, wind, etc.) NS.); requirements for resistance to climatic influences (fluctuations in temperature, humidity and atmospheric pressure, solar radiation, atmospheric precipitation, salt (sea) fog, dust, water, etc.); requirements for resistance to special influences (biological, electronic, chemical, including aggressive gases, detergents, fuel, oils, etc., electromagnetic fields, means of decontamination, degassing, disinfection, etc.);

Technical specifications are developed by the decision of the developer, the customer, if this is not reflected in the technical specification on the ROC.

Technical specifications are developed as part of a set of design documents and are an integral part of a set of design documents for a product.

4.2 TU should be developed, as a rule, for products intended for independent delivery (sale) to the consumer. Technical specifications, by agreement of the customer (consumer) with the developer (supplier), design documentation can be developed for individual component parts of the product, if this is not established in the technical specification for the design and development work.

Note - TU for products of national economic purpose of single production of one-time production is allowed not to be drawn up. The development, manufacture, acceptance and delivery of such products is allowed to be carried out according to the TK. developed in accordance with GOST 15.001.

4.3 TU should be developed:

For one specific product;

For several products of the same type (group TU) in accordance with the requirements of GOST 2.113.

Note - If it is necessary to develop products with increased requirements in relation to the existing ones, independent specifications should be developed. in which the crumbling should be brought to the existing technical specifications. or existing technical specifications are transformed into group ones with the necessary additions (changes).

4.4 Requirements set out in TU. must not contradict the requirements of the standards (interstate, national, industry) applicable to this product, if this does not contradict national legislation. In TU, the requirements of the standards should not be repeated; these requirements are replaced with references to these standards in accordance with GOST 2.105.

4.5 TU in accordance with the TOR for R&D is allowed to be developed at any stage of development of design documentation in accordance with GOST 2.103. at the design stages of development - projects, at the working stages of development - working specifications.

Note - If it is necessary to develop a product with increased requirements in relation to the current one, independent technical specifications should be developed, in which a reference to the current technical specifications should be provided. or existing technical specifications should be transformed into group ones with the necessary additions (changes).

4.6 Designation of technical specifications for products of mechanical engineering and instrumentation in accordance with the rules for designating design documents in accordance with the standards of ESKD is mandatory.

4.7 TU can be performed in paper or electronic form (on paper or electronic media).

4.9 TU in electronic form should be performed as an electronic document (on an electronic carrier) in accordance with GOST 2.051.

The requisite part of the TU in electronic form should be performed in accordance with GOST 2.058.

4.10 The TU text should be carried out in accordance with GOST 2.105. accounting, storage of technical specifications - in accordance with GOST 2.501. changes in technical specifications - in accordance with GOST 2.503.

4.11 To inform consumers about the product for which the TU has been developed. the catalog sheet should be filled in in the manner prescribed by the national standardization bodies.

4.12 If necessary, it is allowed to develop technical specifications for non-machine-building products in accordance with this standard. Such technical specifications are recommended to be designated on the basis of the product classifier of the country that developed the technical specifications in terms of structure in accordance with regulatory documents.

Note - Non-machine-building products should be understood as products that are being developed. manufactured and applied not in accordance with ESKD. Examples of these products include: substances, materials, clothing, footwear, etc.

5 Rules for the construction and presentation of technical conditions

5.1.1 TU, in general, should contain an introductory part and sections arranged in the following sequence:

Environmental protection requirements:

Acceptance rules:

Control (test) methods;

Operating instructions, including the requirements for storage, transportation and disposal of the product:

Manufacturer's warranty.

5.1.2 The composition of the sections and their content is determined by the developer in accordance with the characteristics of the product, if this is not established in the TOR for R&D. If necessary, TU. depending on the type and purpose of the product, they may be supplemented by other sections (subsections), or separate sections (subsections) may not be included in them, or separate sections (subsections) may be combined into one.

Note - The composition of the sections and the content of the technical specifications for products developed by order of the Ministry of Defense must be agreed with the customer (PZ).

5.2 Introduction

5.2.1 The introductory part should contain the name of the product, its designation in accordance with the ESKD. scope (if necessary) and operating conditions.

5.2.2 The name of the product and its designation must correspond to the name and designation. indicated in the main CD for this product.

5.2.3 The introduction should begin with the words:

5.3 Technical requirements

5.3.1 The section shall contain requirements, norms and characteristics that determine the quality indicators and performance characteristics of the product.

5.3.2.2 The requirements placed in the subsection should be specified in relation to the modes and conditions of operation, control (testing) of the product.

5.3.2.3 If individual requirements cannot be expressed by certain indicators, but can be achieved provided that any other requirements are unambiguously met (sanitary and hygienic requirements for production facilities and performers, the use of a certain technological process, coating, special means of technological equipment, long-term training, running-in, aging of finished products and materials, etc.). then these requirements should be given in this subsection.

5.3.2.4 For products, the use of which, after a certain period of time, poses a danger to the life, health of people, the environment, or may harm the property of citizens. the service life should be established, after which the product is considered unsuitable for its intended use (a list of such products is compiled in accordance with the established procedure).

5.3.3 In the subsection "Requirements for purchased products, raw materials," the following requirements should be established:

5.4 Safety requirements

The section should establish requirements that contain all types of permissible hazards, so that the safety of the product is ensured during its service life.

Requirements for the removal, reduction, localization of hazardous and harmful production factors in the places of their formation.

If necessary, the section should include the hazard class, permissible levels of hazardous and harmful production factors created by equipment and machines, the nature of the substance's action on the human body, information on the product's ability to form toxic and fire and explosive compounds in the air and wastewater in the presence of other products or factors, information on the fire and explosive properties of the product and measures to prevent its spontaneous combustion and / or explosion, methods of neutralization and disposal of a product with pronounced toxic and fire and explosive properties.

Safety requirements should not contradict the current technical regulations in this area.

5.5 Environmental protection requirements

5.5.1 The section shall establish requirements for preventing harm to the environment, health and human genetic fund during testing, storage, transportation. operation and disposal of the product.

5.5.2 The section should include indicators and norms that determine:

Requirements for permissible (in terms of level and time) chemical, mechanical, radiation, electromagnetic, thermal and biological effects on the environment;

Requirements for the stability of pollutants, toxic substances in environmental objects (water environment, atmospheric air, soil, bowels, flora, monosphere, etc.);

Requirements for disposal and disposal sites for hazardous products and waste, etc.

5.6 Acceptance rules

5.6.1 In the section, it is necessary to indicate the procedure for control of products, the procedure and conditions for the presentation and acceptance of products by the technical control bodies of the organization and the consumer (customer), the size of the submitted batches, the need and time for holding the product before acceptance, accompanying bearer documentation, as well as the procedure for registering the results acceptance.

5.6.2 Depending on the nature of the product, programs and test procedures (for example, acceptance, periodic, typical, for reliability) should be established, and the procedure for using (storing) the product that has passed the test, the need for sampling and storage of samples for repeated (additional) tests, etc.

5.6.3 For each category of tests, the frequency of their conduct, the number of controlled samples, the list of controlled parameters, norms, requirements, characteristics and the sequence in which control is carried out should be established. The possibility of changing the sequence of the control, if necessary, is discussed separately.

5.6.4 For selective or statistical quality control, the control plan should be indicated (the volume of the controlled lot, the volume of samples for a piece item or samples for non-piece items, control standards and rules).

5.6.5 The section should indicate the rules and conditions for acceptance, the procedure and conditions for rejecting products and resuming acceptance (re-inspection) after analyzing the identified defects and eliminating them.

If re-inspection of returned products is not allowed, then this should be specifically stipulated in the TU.

The section must stipulate the conditions and procedure for the final rejection of products.

5.6.6 If necessary, the section shall establish the procedure and place for affixing stamps, stamps, seals, confirming the acceptance of the product by the control authorities.

5.7 Control requirements

5.7.1 In this section, it is necessary to establish programs, methods and modes of control (tests, measurements, analysis) of parameters, feed, requirements and characteristics of products, the need for control of which is provided for in the section "Acceptance Rules".

5.7.2 Programs and methods of control (tests, measurements, analysis) must be objective. clearly articulated, accurate and must provide consistent and reproducible results.

5.7.3 Programs and methods and conditions of control (tests, measurements, analysis) should be as close as possible to the conditions of use of the product.

5.7.4 It is allowed to install several equivalent programs and methods for controlling the parameters and properties of the product.

5.7.5 For each program or method of control (tests, measurements, analysis), depending on the specifics of the conduct, the following should be established:

Sampling methods (samples);

Equipment, materials and reagents, etc .;

Preparation for control (testing, measurement, analysis);

Control (testing, measurement, analysis);

Processing of results.

5.7.6 If for several control methods the content of individual requirements coincides, then the corresponding requirements should be given only for the first method, and for the rest, references to the first method are given.

5.7.7 When describing the methods of sampling (samples), the place, method of sampling and the number of samples (samples) should be indicated. If an average sample is required, indicate the methods of sampling.

5.7.8 When setting out the requirements for equipment, materials and reagents, a list of applied control means (equipment, stands, installations, instruments, fixtures, tools, etc.) and their error rates, as well as a list of materials and reagents used in the tests, should be provided.

If it is necessary to unambiguously determine a specific type or a specific brand of a material control device or a reagent, their symbol should be given and the documents according to which they should be delivered should be indicated.

5.7.9 When using control tools, materials and reagents manufactured specifically for the control of this product, the text of the TU or an appendix to them should include their description, recipes or references to the relevant documentation necessary for their manufacture and control of their quality.

5.7.10 Allowable equivalent replacement of control devices should be specified specifically with an indication of the features of the use of these tools. At the same time, the TU should stipulate which means of control is arbitration.

5.7.11 When describing the requirements for the preparation of the device for control (testing, measurement, analysis), the data concerning the preparation for the control of the device, as well as the means of control, should be indicated. materials and reagents required for control.

5.7.13 If, during the control process, the possibility of adjusting (adjusting) parameters or carrying out operations similar to those carried out under operating conditions is checked, then the methods of their implementation must coincide with those specified in the operating documents.

5.7.14 When describing the control method, the safety requirements and special precautions should be given.

5.7.15 When setting out the requirements for processing control results (testing, measurement, analysis), calculation formulas are given, the accuracy of calculations and the degree of specification of the data obtained, as well as permissible discrepancies in parallel determinations (calculations), are indicated.

5.7.16 Programs and methods of control, means of control used during control should not * be specified in the TU. if they are established in interstate, national, industry standards and other regulatory documents, as well as in instructions or programs and test methods developed as CD in accordance with GOST 2.102 and GOST 2.106, including in the CD "Program and Test Methodology" in accordance with GOST 2.106 ... which should be referenced in the TU.

5.7.17 In the text of the TU or in the appendix to the TU, if necessary, diagrams of connection of the control means with the controlled item should be provided.

5.8 Operating instructions, including storage and transportation requirements

and recycling

5.8.1 In this section, it is necessary to establish the requirements for the operation of the product, for the installation, assembly and use of products at the place of their operation (use), for example, the method of connection with other products: requirements for working conditions at low or high temperatures with an indication. if necessary, criteria and control methods; the ability to work in other environments; special operating conditions (the need for protection from electric and radiation fields, requirements for preliminary testing, maintenance, etc.).

5.8.2 The subsection "Storage and transportation" should establish the requirements for ensuring the safety of the product during its storage and transportation, including ensuring safety.

Requirements for storage and transportation should be given only if there are no standards for this product and other regulatory documents for storage and transportation.

5.8.2.1 The subsection should indicate the storage conditions of the product, ensuring its safety. including requirements for the place of storage of products (shed, covered warehouse, heated room, etc.). to protect products from the influence of the external environment (moisture, harmful vapors, etc.). temperature and humidity storage conditions, and, if necessary, requirements for the timing of periodic inspections of stored products, routine maintenance, as well as the necessary methods of preservation and preservation materials, the brand and documents on which they are delivered, or provide links to the relevant documents.

5.8.2.2 The subsection should provide a method for stacking products (in stacks, on racks, linings, etc.), as well as special rules for storing poisonous, flammable, explosive and similar products.

5.8.2.3 The rules for storage of products are set out in the following sequence:

5.8.2.4 Section 8 should indicate the types of transport (air, water, rail, road) and vehicles (for example, covered or open wagons, refrigerated wagons, tanks, holds or decks of ships, closed vehicles, etc.), methods of fastening and the shelter of the product in these means, as well as the requirements for the transportation of products in universal specialized containers, specialized transport, the number of places (weight) of products in the container, the overall dimensions of the container, the procedure for placing the container, etc.

5.8.2.5 Section 8 should indicate the transportation parameters (permissible range, speed, etc.) and permissible mechanical, temperature and other effects during transportation. climatic conditions, special requirements for products during transportation (the need to protect against external influences, from impacts during loading and unloading and the rules for handling products after transportation at low or high temperatures, the procedure for re-preservation, etc.).

5.8.2 6 Requirements for storage and transportation should be provided only if there are no corresponding ND or CD for this product, which reflects the storage and transportation conditions.

5.8.3 The subsection "Requirements for disposal of the product *" should include:

Disposal methods if the product poses a danger to life, health of people and the environment after the end of its service life, or refer to the corresponding normative documentation or design documentation.

5.9 Manufacturer's Warranties

In the section "Manufacturer's Warranties" it is necessary to establish the rights and obligations of the manufacturer under warranties in accordance with applicable law.

Note - For products developed by the orders of the Ministry of Defense, the rules for the design of the section should be established according to the relevant ND or in agreement with the customer (PZ).

6 Procedure for coordination and approval of technical specifications

8.1 TU should be agreed and approved by the composition of the set of design documentation for the product at the acceptance committee in accordance with the requirements of the System for the development and launch of products. if the decision to put the product into production is made by the acceptance committee.

Note - KD set. aimed at approval, is determined by the developer, if this is not indicated in the TOR for R&D,

The developer should agree with the customer (consumer) the technical specifications as part of the set of design documents and send it no later than one month before the start of work with the organization whose representatives are included in the acceptance committee.

The signing of the acceptance certificate for technical specifications as part of a set of design documents for a product at any stage of development in accordance with GOST 2.103 by members of the acceptance committee means the approval of the set of design documents. including TU.

The need to send technical specifications with a set of design documents for approval to other interested organizations, if they are not members of the acceptance committee, should be determined by the developer in agreement with them.

6.4 For the type of product "complex" supplied as a complete set to the customer (consumer), the technical specifications should additionally be coordinated with the organization that carries out the installation at the site of operation in terms of the requirements related to its competence, if these requirements were not previously agreed with it.

6.5 Consideration of technical specifications as part of a set of design documents. submitted for approval, should not exceed 1 month from the date of their receipt in the organization.

6.6 The approval of the technical specifications as part of the set of design documents should be signed by the head (deputy head) of the approving organization under the heading "AGREED" or a separate document (act of the acceptance committee, letter, protocol, etc.), while under the heading "AGREED" the date should be indicated and document number.

When agreeing, the entry "Agreed with the remarks" is not allowed.

6.7 Necessity of agreement with the consumer of a set of design documentation. including technical specifications for the product, developed on an initiative basis, should be determined by the developer.

6.8 Changes to technical specifications should be drawn up in accordance with GOST 2.503 and agreed in the manner prescribed for design documentation. Changes to the technical specifications may only be agreed with the customer (consumer), if they do not affect the requirements of the organizations that have previously agreed upon the technical specifications.

6.9 TU as part of a set of design documentation must be approved by the developer or the body provided for by the current legislation.

6.10 Changes to the technical specifications should be developed and executed by the holder of the original technical specifications.

6.11 Approval of technical specifications as part of a set of design documents (changes to them) should be signed by the head (deputy head) of the developer under the heading "APPROVED" on the title page of the design documentation (set of design documents) in accordance with GOST 2.105.

6.12 ТУ are approved, as a rule, without limitation of validity period.

The limitation of the validity period of the technical specifications should be established, if necessary, in agreement with the customer (consumer).

3 BASIC PROVISIONS

3.1 TU is a technical document that is developed by the decision of the developer (manufacturer) or at the request of the customer (consumer) of the product.

3.2 Technical specifications (TU) are an integral part of the set of design or other technical documentation for products, and in the absence of documentation should contain a full range of requirements for products, their manufacture, control and acceptance.

3.3 TU is developed for:

One specific product, material, substance, etc .;

Several specific products, materials, substances, etc. (group technical conditions).

Note - If it is necessary to develop products, materials, substances, etc. with increased requirements in relation to the current ones, independent technical specifications are developed, in which a link to the current technical specifications is given, or the current technical specifications are transformed into group ones with the necessary additions (changes).

3.4 The requirements established by the TU should not contradict the mandatory requirements of state (interstate) standards applicable to this product.

3.5 If individual requirements are established in standards or other technical documents that apply to a given product, then these requirements are not repeated in the TU, and in the corresponding sections of the TU they provide links to these standards and documents in accordance with GOST 2.105.

3.6 TU is drawn up on A4 sheets in accordance with GOST 2.301 with the main inscription in accordance with GOST 2.104 (forms 2 and 2a), and the title page is drawn up in accordance with GOST 2.105 with the following additions:

field 6 - below the designation of TU, ​​if necessary, indicate in brackets the designation of the document, instead of which TU data of the type "(Instead ...)" were issued, the date of introduction or the validity period of the TU (if necessary).

Diagrams, drawings and tables illustrating individual provisions of the TU are performed on sheets of formats in accordance with GOST 2.301, while the main inscription is made in the form of 2a GOST 2.104.

TU originals made on magnetic media, and copies obtained from them, as well as TU for materials, substances, etc., regardless of the method of their implementation, can be performed without the main inscription, additional columns and frames. In this case:

The designation TU is indicated on each sheet in the upper right corner (for single-sided printing) or in the left corner of even-numbered pages and the right corner of odd-numbered pages (for double-sided printing);

The signatures of persons provided for in the main inscription in accordance with GOST 2.104 indicate on the title page, and for technical specifications made on magnetic carriers in accordance with GOST 28388;

Changes are indicated in the change registration sheet, which is placed at the end of the TU (the recommended form of the change registration sheet in accordance with GOST 2.503).

3.7 Designation of technical specifications is assigned by the developer.

3.7.1 For products of mechanical engineering and instrument making, TU is designated in accordance with GOST 2.201.

Example - SHRPI.041221.002TU.

3.7.2 For materials, substances, etc. TU designation is recommended to be formed from:

Code "TU";

Product group code according to the product classifier of the country - the developer of the technical specifications;

Three-digit registration number assigned by the developer;

The code of the enterprise of the TU developer according to the classifier of enterprises of the country - the TU developer;

The year the document was approved.

An example of designation of technical specifications for the Russian Federation:

TU 1115-017-38576343-2000, where 1115 is the code of the product group according to the All-Russian Classifier of Products (OKP), 38576343 is the code of the enterprise according to the All-Russian Classifier of Enterprises and Organizations (OKPO).

3.7.3 It is allowed:

Use the previously adopted TU notation systems;

For mechanical engineering and instrument-making products, assign the TU designation according to 3.7.2, as well as a double designation according to 3.7.2 and according to GOST 2.201.

Example - TU 4311-182-38576343-2000 (ABVG.523142.025 TU), where 4311 is the product group code according to the All-Russian Classifier of Products (OKP); 38576343 - code of the enterprise according to the All-Russian Classifier of Enterprises and Organizations (OKPO). (Amendment, IUS 9-2001).

3.8 Accounting, storage and amendments to the technical specifications for mechanical engineering and instrument-making products are carried out in accordance with the procedure established by GOST 2.501 and GOST 2.503, and for materials, substances, etc. in the order accepted by the developer.

3.9 To inform consumers about the products for which the technical specifications have been developed, the catalog sheet is filled in in the manner prescribed by the national standardization bodies.

4 RULES OF CONSTRUCTION AND STATEMENT OF THAT

4.1 TU should contain an introductory part and sections located in the following sequence:

Technical requirements;

Safety requirements;

Environmental protection requirements;

Acceptance rules;

Control methods;

Transportation and storage;

Operating instructions;

Manufacturer's warranty.

The composition of the sections and their content is determined by the developer in accordance with the characteristics of the product. If necessary, TU, depending on the type and purpose of the product, can be supplemented by other sections (subsections) or separate sections (subsections) may not be included in them, or separate sections (subsections) may be combined into one.

Note - The composition of the sections and the content of the technical specifications for products developed under contracts with the MO is coordinated with the representative of the Customer.

4.2 The introductory part should contain the name of the product, its purpose, scope (if necessary) and operating conditions.

The name of the product must correspond to the name indicated in the main document * for this product.

* For mechanical engineering and instrument engineering products, the main document is the specification. For materials, substances, etc. the main document is a document which, together with other documents recorded in it, completely and unambiguously defines the given product.

The introduction should begin with the words:

"This specification applies to _________________________

_________________________________________________________________________

name, symbolic designation of products intended (yy, oe) for ... "

Example - "These specifications apply to the mainline diesel locomotive A-62, designed for freight and passenger transportation in a humid tropical climate", or "These specifications apply to BTA-185 enamel, intended for painting products operated in a humid tropical climate ".

At the end of the introductory part, an example of recording products in other documents and (or) when ordering is given.

If inventions are used in products for which there is no design (technical) documentation, then at the end of the introductory part (last paragraph) information about the inventions used is given.

4.3 The section "Technical Requirements" should contain requirements and standards that determine quality indicators and consumer (operational) characteristics of the product.

In general, a section should consist of the following subsections:

Basic parameters and characteristics (properties);

Requirements for raw materials, materials, purchased products;

Completeness;

Marking;

Package.

The subsection "Basic parameters and characteristics (properties)" contains:

The main parameters and characteristics that characterize the type (type, brand, model) of the product and, if necessary, give its image with overall, installation and connection dimensions or give a link to design or other technical documents indicating their designations. If necessary, drawings and diagrams of products to which references are given may be placed in an appendix to the TU. When developing group technical specifications, the section indicates the product codes of each version according to the product classifier of the country of origin;

Designation requirements characterizing the properties of the product, defining its main functions, for which it is intended to be performed under specified conditions, the requirements of compatibility and interchangeability, for example: requirements for productivity, accuracy, processing speed, strength, calorie content, etc .; requirements for composition and structure (chemical, fractional, impurity concentration, content of components, etc.), physicochemical, mechanical and other properties (strength, hardness, heat resistance, wear resistance, etc.); requirements for functional, geometric, biological, electromagnetic, electrical, strength, software, technological, metrological, diagnostic, organizational, informational and other types of compatibility;

Reliability requirements for the products to perform their functions with a given efficiency in a given time interval and their preservation under specified conditions of maintenance, repair, storage, transportation, including quantitative requirements, in the form of values ​​of complex indicators of product reliability and (or) single indicators of its reliability , durability, maintainability and preservation.

For products, the use of which, after a certain period of time, poses a danger to life, health of people, the environment, or can cause harm to the property of citizens, the service life should be established after which the product is considered unsuitable for use for its intended purpose (a list of such products is made in accordance with the established procedure).

For products, the consumer properties of which may deteriorate over time (food, perfumery and cosmetic products, medicines, household chemicals and others), the expiration dates must be indicated (a list of such products is made in the prescribed manner);

Requirements of electronic protection for products to ensure noise immunity, protection from electromagnetic and ionizing radiation, both own and foreign, deliberate electromagnetic radiation and other electronic radiation of natural and artificial origin;

Requirements for resistance to external influences and survivability, aimed at ensuring the performance of products when exposed to and (or) after exposure to mating objects and the natural environment or special environments, including: requirements for resistance to mechanical influences (vibration, shock, twisting, wind, etc.) NS.); requirements for resistance to climatic influences (fluctuations in temperature, humidity and atmospheric pressure, solar radiation, atmospheric precipitation, salt (sea) fog, dust, water, etc.); requirements for resistance to special influences (biological, electronic, chemical, including aggressive gases, detergents, fuel, oils, etc., electromagnetic fields, means of decontamination, degassing, disinfection, etc.);

Ergonomic requirements aimed at ensuring the alignment of the technical characteristics of products with the ergonomic characteristics and properties of a person (requirements for the workplaces of service personnel, compliance of the product and its components with the size of the human body, etc.);

Requirements for the economical use of raw materials, materials, fuel, energy and labor resources aimed at the economical use of raw materials, materials, fuel, energy and labor resources in the manufacture of products and in a regulated mode of use (application) of products for their intended purpose (specific consumption of raw materials, materials, fuel , energy, energy carrier, as well as efficiency, labor intensity per unit of consumer properties, etc.);

Manufacturability requirements that determine the suitability of products for manufacturing, operation, repairs with minimal costs at given values ​​of quality indicators;

Design requirements for products in the form of specific design solutions that ensure the most efficient performance by products of its functions, as well as rationality in its development, production and use: maximum permissible weight and overall dimensions of products; provision of external communications and interaction with other products, their compatibility, interchangeability, direction of rotation, direction of movement, etc.); construction materials, types of coatings (metallic and non-metallic) and their functional purpose (protection against corrosion, etc.); requirements to exclude the possibility of improper assembly and incorrect connection of cables, hoses and other errors of the service personnel during maintenance and repair; the use of basic designs and basic products; aggregation and block-modular construction of products, etc.

The requirements placed in the subsection "Basic parameters and characteristics (properties)" are indicated in relation to the modes and conditions of its operation (application) and tests.

If individual requirements cannot be expressed by certain indicators, but can be achieved subject to unambiguous compliance with any other requirements (sanitary and hygienic requirements for production facilities and performers, the use of a certain technological process, coating, special technological equipment or tooling, long training, running-in, aging of finished products or materials, etc.), then these requirements should be given in this subsection.

4.3.2 The subsection "Requirements for raw materials, materials, purchased products" establish the requirements:

For purchased products, liquids, lubricants, paints and materials (products, substances);

To precious materials, metals and alloys, the procedure for their accounting;

To secondary raw materials and industrial waste.

4.3.3 In the subsection "Completeness", the supplied separate (mechanically not connected during delivery) component parts of the product, spare parts for it, tools and accessories, materials, etc., as well as the documentation supplied with the product, are installed.

With a large nomenclature of component parts (for example, a technological complex), spare parts, tools, fixtures and operational documentation, it is recommended, instead of listing them, to provide a link to the corresponding design documents (specification, spare parts list, list of operational documents).

4.3.4 The subsection "Marking" establishes the following requirements for product labeling, including transport marking:

Place of marking (directly on products, on labels, labels, on containers, etc.);

Method of marking.

When describing the content of the marking, as a rule, indicate the trademark registered in the prescribed manner and (or) the name of the manufacturer, the mark (marks) of conformity of products certified for compliance with the requirements of standards (interstate rules) and, if the products are subject to certification, - designation of the standard.

For products, in order to ensure the safety of which for the life and health of people during its use, certain conditions must be met, this subsection sets out the requirements for the content of the following instructions in the labeling:

Conditions of use and precautions for transportation, storage and use;

Safety (fire and explosion safety, etc.);

The timing of periodic inspection, control, re-preservation, etc.

4.3.5 The subsection "Packaging" establishes requirements for packaging materials, method of packaging products, etc.

The subsection indicates:

Rules for preparing products for packaging (including dismantling, conservation) with an indication of the means used;

Consumer transport packaging, including reusable packaging, auxiliary materials used in packaging, as well as the requirements of the technical label (for consumer goods);

The number of products in a unit of consumer packaging and shipping containers;

Methods of packaging products depending on the conditions of transportation (in containers, without containers, etc.);

The order of placement and method of stacking products;

The list of documents put into containers during packing, and the method of packing them.

4.4 The section "Safety Requirements" establishes requirements that must contain all types of permissible hazards and be established in such a way as to ensure the safety of the product during its service life (shelf life).

The section indicates: electrical safety requirements; fire safety requirements; explosion safety requirements; radiation safety requirements; safety requirements against the effects of chemical and polluting substances, including the maximum permissible concentration of substances or its constituent components; safety requirements for the maintenance of machinery and equipment, including safety requirements for erroneous actions of the maintenance personnel and spontaneous disruption of functioning; requirements for protective equipment and safety measures, including for the device of fences, travel restrictions, interlocks, limit switches of moving elements, fasteners and clamps of moving parts, equipment of workplaces, controls and control devices, alarms, requirements for the application of signal colors and safety signs, requirements for the removal, reduction, localization of hazardous and harmful production factors in the places of their formation. If necessary, give the hazard class, the permissible levels of hazardous and harmful production factors created by equipment and machines, the nature of the effect of the substance on the human body, information on the ability of the material, substance to form toxic and fire and explosive compounds in the air and wastewater in the presence of other substances or factors, information on the fire and explosive properties of the material, substance and measures to prevent their spontaneous combustion and (or) explosion, methods of neutralization and disposal of a substance, material with pronounced toxic and fire and explosive properties.

4.5 The section "Environmental Protection Requirements" establishes requirements for preventing harm to the environment, health and human genetic fund during testing, storage, transportation, operation (use) and disposal of environmentally hazardous products.

The section includes indicators and norms that determine:

Requirements for permissible (in terms of level and time) chemical, mechanical, radiation, electromagnetic, thermal and biological effects on the environment;

Requirements for the stability of pollutants, toxic substances in environmental objects (water environment, atmospheric air, soil, bowels, flora, monosphere, etc.);

Requirements for disposal and disposal sites for hazardous products and waste, etc.

4.6 The section "Acceptance Rules" indicates the procedure for product control, the procedure and conditions for the presentation and acceptance of products by the technical control bodies of the manufacturer and the consumer (customer), the size of the submitted batches, the need and time for holding the product before acceptance, accompanying bearer documentation, as well as the procedure for registering the results of acceptance.

Depending on the nature of the product, test programs are established (for example, acceptance, periodic, typical, for reliability), and also indicate the procedure for using (storing) products that have passed the test, the need for sampling and storage of samples for repeated (additional) testing, etc. ...

For each category of tests, the frequency of their conduct, the number of controlled samples, the list of controlled parameters, norms, requirements and product characteristics and the sequence in which control is carried out are established. The possibility of changing the sequence of the control, if necessary, is discussed separately.

For selective or statistical quality control, the control plan is indicated (the volume of the controlled lot, the volume of samples for piece or samples for non-piece products, control standards and decision rules).

The section stipulates the rules and conditions for acceptance, the procedure and conditions for rejecting products and resuming acceptance (re-inspection) after analyzing the identified defects and eliminating them.

If re-inspection of returned products is not allowed, then this should be specifically stipulated in the TU.

The section must stipulate the conditions and procedure for the final rejection of products.

In the section, if necessary, the procedure and place for affixing stamps, stamps, seals, confirming the acceptance of products by the control authorities, should be established.

4.7 The section "Methods of control" establishes techniques, methods, modes of control (tests, measurements, analysis) of parameters, norms, requirements and characteristics of products, the need for control of which is provided for in the section "Rules of acceptance".

Control methods (tests, measurements, analysis) must be objective, clearly formulated, accurate and provide consistent and reproducible results.

Methods and conditions of control (tests, measurements, analysis) should be as close as possible to the conditions of product use.

It is allowed to establish several equivalent methods for controlling the parameters and properties of products.

For each control method (tests, measurements, analysis), depending on the specifics of the conduct, the following should be established:

Sampling methods (samples);

Equipment, materials and reagents, etc .;

Preparation for control (testing, measurement, analysis);

Control (testing, measurement, analysis);

Processing of results.

If for several control methods the content of individual requirements is the same, then the corresponding requirements are given only for the first method, and for the rest, references to the first method are given.

When describing the methods of sampling (samples), the place, method of sampling and the number of samples (samples), their shape, type, size or mass should be indicated. If an average sample is required, indicate the methods of sampling.

When setting out the requirements for equipment, materials and reagents, a list of the equipment used (installations, devices, fixtures, tools) and the norms of its error, as well as a list of materials and reagents used in the tests, are given.

If it is necessary to unambiguously determine a specific type or a specific brand of equipment, material or reagent, their symbol should be given and the documents on which they are delivered should be indicated.

When using universal equipment, indicate its name, class or accuracy, etc.

When using equipment, materials or reagents made specifically for the control of a given product, in the text of the TU or in an appendix to them, a description of the scheme, recipe or links to the relevant documentation necessary for their manufacture and control of their quality is given.

Allowable equivalent replacement of control devices must be specified specifically with an indication of the features of the use of these tools. At the same time, the TU should stipulate which means of control is arbitration.

When setting out the requirement for the preparation of products for control (testing, measurements, analysis), indicate the data concerning the preparation for control of the product, as well as equipment, materials and reagents required for control.

In the text of the TU or in the appendix to the TU, if necessary, the connection diagrams of the equipment with the controlled product are given.

When setting out the requirements for the control, the sequence of operations carried out, their description, and, if necessary, the procedure for maintaining records are given.

If, in the process of control, the possibility of adjusting (adjusting) parameters or carrying out operations similar to those carried out in operating conditions is checked, then the methods of their implementation must coincide with those specified in the operating documentation.

When describing the control operations, safety instructions and special precautions are given.

When setting out the requirements for processing the results, calculation formulas are given, the accuracy of the calculations and the degree of rounding of the data obtained, as well as the permissible discrepancies in parallel determinations (calculations), are indicated.

Control methods, means of control, as well as equipment used during control are not indicated in the TU if they are established in state and industry standards, as well as in instructions or programs and test methods developed in accordance with GOST 2.102, while the TU must be a link to these documents.

4.8 In the section "Transportation and storage", the requirements for ensuring the safety of products during transportation and storage, including safety assurance, are established.

The section indicates the types of transport (air, rail, sea, road) and vehicles (covered or open wagons, refrigerated wagons, tanks, holds or decks of ships, closed vehicles, etc.), methods of fastening and sheltering products in these means , as well as requirements for the transportation of products in universal, specialized containers, specialized transport and in packages, the number of places (weight) of products in containers, overall dimensions of packages, the procedure for placing packages, etc.

The section indicates the parameters of transportation (permissible range, speed, etc.) and permissible mechanical effects during transportation, climatic conditions, special requirements for products during transportation (the need to protect against external influences from impacts during loading and unloading and rules for handling products after transportation at low temperatures, the procedure for de-preservation, etc.).

The section indicates the storage conditions of products that ensure their safety, including the requirements for the place of storage of products (shed, covered warehouse, heated room, etc.), for the protection of products from the influence of the external environment (moisture, harmful vapors, etc.) .), the temperature regime of storage, and, if necessary, the requirements for the timing of periodic inspections of stored products, routine maintenance, as well as the necessary methods of conservation and conservation materials, the brand and documents on which they are delivered, or links to the relevant documents are given.

In addition, they give a method of stacking products (in stacks, on racks, linings, etc.), as well as special rules for storing perishable, poisonous, flammable, explosive and similar products.

The rules for storing products are set out in the following sequence:

Special rules and terms of storage (if necessary).

Requirements for transportation and storage can be given only if there is no transportation and storage standard for this product.

4.9 The section "Instructions for use" provides instructions on the installation, assembly and use of products at the place of their operation (use), for example, the method of connection with other products; requirements for cooling conditions, indicating, if necessary, criteria and control methods; the ability to work in other environments; special operating conditions (the need for protection from electric and radiation fields, the requirements of periodic training, operational maintenance, etc.); disposal information; measures for the preparation and dispatch of products, materials, substances for disposal; methods of disposal, if the product, materials, substances pose a danger to life, health of people and the environment after the end of their service life (use, operation), or give a link to the relevant documents, for example, to operating documents.

4.10 The section "Manufacturer's Warranty" sets forth the rights and obligations of the manufacturer under warranties in accordance with applicable law.

4.11 In the appendix to the TU, if necessary, give:

List of documents (standards, instructions, technical specifications and other documents), which are referenced in these specifications;

The list of equipment (stands, instruments, fixtures, rigging, tools, utensils, etc.) of materials and reagents required for product control;

A brief description with the characteristics of equipment, materials and reagents required for product control;

A brief description with the characteristics of equipment, materials and reagents, instructions for use and periodic verification, if these data are not set forth in independent documents.

5 APPROVAL AND APPROVAL OF TECHNICAL CONDITIONS

5.1 TU are subject to approval at the acceptance committee, if the decision to put the product into production is made by the acceptance committee.

The developer agrees with the customer (consumer) TU and together with other documents subject to approval at the acceptance committee, sends them no later than one month before the start of its work in the organization (enterprise), whose representatives are included in the acceptance committee, - in accordance with GOST 15.001 ...

The signing of the acceptance certificate for the prototype (pilot batch) of products by the members of the acceptance committee means the approval of the TU.

The need to send technical specifications for approval to other interested organizations, if they are not members of the acceptance committee, is determined by the developer together with the customer (consumer).

5.2 If the decision to put the product into production is made without an acceptance commission, the TU is sent for approval to the customer (consumer).

5.4 For a technological complex supplied as a complete set to the customer (consumer), the technical specifications are additionally agreed with the organization performing the installation in terms of the requirements related to its competence, if these requirements were not previously agreed with it.

5.5 Consideration of technical specifications submitted for approval should not exceed 20 days from the date of their receipt by the organization.

5.6 TU approval is signed by the head (deputy head) of the approving organization under the heading "AGREED" or a separate document (act of the acceptance committee, letter, protocol, etc.), while under the heading "AGREED" indicate the date and number of the document.

When agreeing, the entry "Agreed with the remarks" is not allowed.

5.7 The need for agreement with the consumer of technical specifications for products developed on an initiative basis is determined by the developer.

5.8 Changes to the technical specifications are agreed in the order established for the technical specifications. Changes to the technical specifications are allowed to be coordinated only with the customer (consumer), if they do not affect the organizations that have previously agreed on the technical specifications.

5.9 The TU is approved by the TU developer or the body provided for by the current legislation.

5.10 Changes to the technical specifications are approved by the holder of the original technical specifications, unless otherwise specified in the agreement on the transfer of a set of technical documentation.

5.11 Approval of the technical specifications (changes to them) is drawn up by the signature of the head (deputy head) of the developer under the heading "APPROVED" on the title page of the document.

5.12 TUs are approved, as a rule, without limitation of validity period.

The limitation of the period of validity of the TU is established, if necessary, by agreement with the customer (consumer).

5.13 Technical specifications for products developed by orders of the Ministry of Defense are coordinated and approved in accordance with the rules established by the relevant ND.

5.14 TU for certain types of products are approved by ministries (departments), if their approval is established by legislative or other regulations.
