Currently, relations in the field of using electronic signatures are regulated by Federal Law No. 63-FZ of April 6, 2011 "On Electronic Signatures" (hereinafter - Federal Law No. 63-FZ), other federal laws adopted in accordance with them by regulatory legal acts , as well as agreements between participants in electronic interaction. Federal Law No. 63-FZ defines the concept of an electronic signature, establishes its types and requirements for the means of electronic signature, with the help of which an electronic signature, an electronic signature key and an electronic signature verification key are created and verified.

In accordance with Federal Law No. 63-FZ, an electronic signature is information in electronic form that is attached to other information in electronic form (signed information) or otherwise associated with such information and which is used to identify the person signing the information.

Exists the following types electronic signature: simple electronic signature and enhanced electronic signature. A distinction is made between an enhanced unqualified electronic signature and an enhanced qualified electronic signature.

Participants of electronic interaction have the right to use an electronic signature of any kind at their discretion, if the requirement to use a specific type of electronic signature in accordance with the purposes of its use is not provided for by federal laws or regulatory legal acts adopted in accordance with them or by an agreement between participants in electronic interaction in accordance with paragraph 1 of Article 4 Federal law No. 63-FZ.

Information in electronic form, signed with a simple electronic signature or a reinforced unqualified electronic signature, is recognized as an electronic document equivalent to a paper document signed with a handwritten signature, in cases established by federal laws, regulatory legal acts adopted in accordance with them or an agreement between participants in electronic interaction according to part 2 of article 6 of Federal Law No. 63-FZ.

Information in electronic form signed with a strengthened qualified electronic signature is recognized as an electronic document, equivalent to a paper document signed with a handwritten signature, and can be used in any legal relationship in accordance with the legislation Russian Federation, except for the case when federal laws or regulatory legal acts adopted in accordance with them establish the requirement for the need to draw up a document exclusively on paper in accordance with Part 1 of Article 6 of Federal Law No. 63-FZ.

The types of electronic signatures, the use of which is allowed when applying for state and municipal services, are approved by the Decree of the Government of the Russian Federation of June 25, 2012 No. 634.

To obtain a simple electronic signature key in accordance with clause 7 of the Rules for the use of a simple electronic signature in the provision of state and municipal services, approved by Decree of the Government of the Russian Federation No. 33 dated January 25, 2013, you must contact the bodies and organizations that provide state and municipal services in electronic form.

To obtain a key certificate for checking a strengthened unqualified electronic signature, you must contact a certification center.

To obtain a qualified certificate of the electronic signature verification key, you must contact an accredited certification center.

Electronic signature for individuals and legal entities

Both individuals and legal entities can create an electronic signature to work with the portal of public services. The choice of the type of electronic signature depends on the tasks that you plan to solve using the site. But we want to warn you right away that working with such bodies as the FSS, FTS, PFN or Rosstat is possible only with a qualified electronic signature. Creating a simple electronic signature for public services

You will need to enter your last name, first name, patronymic, your phone number and email address. A message with a confirmation code should be sent to the phone or email address you specified. We recommend that you come up with a more difficult password, since this is what you will enter every time you enter the site.

Next, you need to enter the maximum possible amount of information about yourself, so that it is then automatically substituted into the necessary forms at the stage of receiving a particular service. At a minimum, you need to enter your passport data, SNILS number and TIN. You can confirm your account at the nearest branch of the Russian Post or MFC. Creation of a qualified electronic signature for public services

Having received an activation code for a "personal account" or an EDS in the certification center, any resident of Russia can immediately register and start using the portal's capabilities to receive various services of the federal, regional and municipal levels in electronic form. For example, you can apply for a passport, submit a tax return, manage your retirement account, find out and pay debts in taxes and fines.

Before the opening of certification centers, obtaining activation codes by registered mail through the "Post of Russia" took up to two weeks.

When receiving an EDS or activation code for a "personal account" in one of the Customer Service Centers of Rostelecom, you must have a passport of a citizen of the Russian Federation and an insurance certificate number of the Pension Fund (SNILS).

Activation codes for the "personal account" are provided to citizens of the Russian Federation, regardless of their residence or registration address, free of charge. Rostelecom issues an electronic digital signature on a certified USB-carrier "e-Token". The service of generating an EDS and recording it on a USB-drive is also free of charge. How to get an EDS for the State Services website?

A simple and qualified electronic signature is used to work with the State Services portal. Obtaining any kind of identifier is directly related to registration on the site. However, due to the fact that these EPs have a different nature, the procedure for obtaining will be significantly different.

Important! A qualified electronic signature has more weight than a simple one, as it opens access to all portal services. The main difference is that a simple EDS gives access to viewing information, for example, about the amount of fines. However, only with a qualified electronic signature, the user becomes able to send applications for services in electronic form.

Creating a simple electronic signature

A simple electronic signature is created at the first stage of user registration on the portal. This is the so-called "simplified registration", which requires the visitor only to enter certain data into the database. Everything is done remotely and does not take very long.

A simple type of signature is assigned to absolutely all users of the portal, since this happens immediately after registration.

The information uploaded to the service is sent for verification. And if the data for them matches the data common base, the client can use the resource. In fact, at this stage, the creation of a simple electronic signature is over. The user can enter the portal, view the available information.

The reduced functionality of the portal can be expanded if you complete the registration of a simple electronic signature in an unqualified one. To do this, you must personally contact the Russian Post or. You must have a passport and SNILS with you. Creation of a qualified electronic signature

A qualified electronic signature is issued on a USB stick at the control center. You must contact the institution that creates the qualified electronic signature in your locality, by phone and order an electronic signature. After that, you must personally come to the office with your passport. There are various tariffs at which the ES is created. To work with the State Service portal, the minimum tariff is suitable.

Together with a flash drive, which carries information about the electronic signature, the client receives software for installation on his computer, a license and a certificate. At home, you will need to install the program and insert the USB flash drive into the USB connector. In the authorization form on the State Service portal at the bottom, you must select "Login by electronic means". And then select the path to the removable media.

What can be used for EDS?

An electronic signature on the State Services is used to open access to all the features of the site:

  • Sending an application for obtaining certificates, statements and so on;
  • Payment of state fees with a 30% discount, if this is provided for by a specific service.
