Voluntary home insurance in housing and communal services receipts began in Moscow in 1996. It is based on programs to protect the housing rights of citizens. A line has been added to the receipt for paying for housing and communal services about the payment of a certain amount on account of insurance. By paying this amount, the citizen thereby accepts the terms of voluntary insurance. A prerequisite is the monthly payment of the specified amount.

This innovation exists only in Moscow and the Moscow region, St. Petersburg and some other cities. It has not become widespread, only 2 million apartments are insured, which is an extremely insignificant part of the housing stock.

Insurance under this program raises a lot of complaints from lawyers; the requirements of antimonopoly legislation are violated. Voluntary insurance in housing and communal services receipts is accompanied by the following violations:

  • it is not uncommon for cases when insurance certificates and insurance conditions are sent out once, and the possible change of owners is not taken into account;
  • it is impossible to establish whether the information was received by citizens;
  • insurers do not always have data on the right of the person specified in the receipt to be the policyholder;
  • the policyholders are not fully informed about the insurer, there is no possibility of choosing an insurance company;
  • management companies do not take into account the opinion of the general meeting of owners when choosing an insurance company.

Violations of the law are not limited to this list. The procedure for voluntary home insurance through a receipt is not legally developed, it needs significant adjustments. In its current state, it contributes to the enrichment of unscrupulous insurance companies.

What risks are covered by the insurance

Insured events will be recognized:

  • flooding of the apartment, if this did not happen as a result of leakage from the roof or through the seams between the panels;
  • damage to the apartment as a result of a natural disaster (hurricane, storm, etc.);
  • an explosion that did not occur as a result of a terrorist attack;
  • gas explosion in the insured or any other apartment;
  • fire started inside and outside the apartment.

What payments are provided

Insurance is carried out without inspection of the apartment, insurance payments are calculated from the average market prices.

Insurance is paid if damaged:

  • structural elements - floor, ceiling, walls, windows and doors;
  • wiring;
  • water supply and sewerage;
  • finishing of the apartment.

Furniture, household appliances and other property are not included in the insurance. At the request of the owner, an additional contract for property insurance can be concluded. Payments are made taking into account the total area of ​​the affected area of ​​the apartment. For example, when a part of the ceiling is flooded, the payment is calculated from its entire area, since repairs will be carried out in full.

For example, the reason for the gulf may be the forgetfulness of the owner who did not turn off the tap. The insurance company may suspect the owner of intentionally causing damage to his home. In this case, the owner will have to prove his case.

Voluntary insurance cost

The following are eligible to participate in the voluntary home insurance program:

  • apartment owners;
  • living on the terms of a social rental agreement, subject to registration in this apartment;
  • a citizen living in a communal apartment can insure the part belonging to him.

The amount of the monthly insurance premium is determined by the area of ​​the apartment. The amount of the contribution per square meter, as well as the sum insured, are reported in the receipt, and spelled out in the offer (a proposal to conclude a transaction containing the essential terms of the contract). The monthly contribution made on average is 1 ruble 50 kopecks for each square meter of the total area of ​​the apartment, in this case the sum insured will be equal to 15,000 rubles per square meter.

The policyholder can pay the required amount on a monthly basis, make a one-time payment for six months or a year. In case of non-payment of the premium and the occurrence of an insured event during this period, the insurance indemnity is not paid.

When the payment is resumed, the contract is considered renewed from the next month, penalties and fines are not charged.

Unlike a standard insurance contract, concluded for a certain period, during which it is possible to receive insurance compensation in the event of an insured event, voluntary insurance based on housing and communal services receipts is valid for one month. The owner cannot have debts for public services, because in this case, the amount intended by him to pay the insurance premium will be transferred to pay off the debt. Payments must be made on the last days of the month, taking into account the time required for the receipt of funds to the current account of the recipient.

Some property management companies offer voluntary home insurance. In the receipts, after the line indicating the cost of utilities, additional lines are added indicating the cost of the insurance service and the total cost, and on the back of the receipt is printed an explanation that if the payer does not wantHe or she pays for the receipt as usual if he or she can participate in the insurance program.

How to get paid

An apartment owner who wants to get insurance must perform a number of necessary steps:

  1. Call the appropriate service in order to eliminate the accident as quickly as possible.
  2. Immediately call an employee of the insurance company to inspect the apartment and assess the damage.
  3. Documents of ownership of this premise or a social contract, housing and communal services receipts confirming the payment of the insurance premium at the time of the accident, insurance certificate, passport, as well as bank details for obtaining the sum insured must be provided.

The indemnity is payable seven working days after the damage has been calculated.

Pros and cons of the insurance program

  1. Low cost of insurance - with this type of insurance, it is about 1.5-2 rubles per 1 sq. M. the area of ​​an apartment, while when concluding a standard insurance contract, the cost of insuring an apartment is several times higher.

Simplicity and convenience, the possibility of concluding a contract without visiting an insurance company, because insurance payment is included in the receipt, which is delivered monthly to tenants in the mailboxes, it is enough to pay the insurance premium at the same time as paying for utilities. This type of insurance does not require any additional actions.

  2. The amount of insurance payment is significantly less than at the conclusion of a standard insurance contract... This type of insurance is especially unprofitable for owners of apartments with expensive finishes, because the amount of payment is calculated excluding the cost of finishing materials, at average market prices. A small insurance indemnity is not able to compensate for the damage, the amount of the maximum insurance payment in this case, as a rule, does not reach up to 1 million rubles, even if nothing remains of the apartment, for example, in the event of a domestic gas explosion, but under classic insurance the policyholder will be reimbursed for the full cost of the apartment.
  3. The insurer negotiates a lot of cases that are common in everyday life.(breakdown of a washing machine, dishwasher), in which the insurance will not be paid. The owner will have to prove that he did not set fire to his apartment in the event of a fire. It is not always possible to collect such evidence. In general, the list of insured events is minimal, which is understandable, since it is also unprofitable for insurance companies to operate at a loss.

How to refuse to participate in insurance

If the owner does not see the need to insure his apartment, he may not pay the monthly insurance premium. This choice can be made with any method of payment for utilities.

The insurance premium can be paid selectively, only for the months that the landlord chooses. For example, he considers it necessary to insure the apartment during his absence. The owner has the right to resume making contributions at any time, thereby confirming his decision to participate in the voluntary insurance program. Why does a resident need to insure an apartment?

According to the law, the guilty party must compensate for the damage. But, as often happens, the guilt must still be proved, and no one wants or cannot voluntarily part with their money and pay for the repair of someone else's apartment. In such a situation (and it is not uncommon these days), a person living in a damaged apartment is forced to go to court or “beat the doorsteps” of municipal leaders.

But there is an easier way that is used all over the world. This is insurance.

Why is this insurance system called preferential?

In the current economic situation, the majority of the Russian population, unfortunately, cannot use the insurance services of commercial insurance because of the relatively large (in relation to income) value of the insurance premium.

Who is eligible to insure their home using a utility bill?

  • Russian citizen - the owner of the dwelling or the tenant of the dwelling registered in them at the place of residence, as well as their legal representatives;

How is the estimated insurable value and the sum insured of a dwelling determined?

The estimated insured value of 1 square meter of living space is determined in the amount RUB 15,000.00

What is the amount of the insurance premium?

The monthly amount of the insurance premium is equal to:

  • for individual apartments - 1 rub. 50 kopecks. on the total area of ​​the apartment;
  • for tenants of rooms in communal apartments - the product is 1 rub. 50 kopecks. to the living area of ​​the rooms.

For example, for a two-room apartment with a total area of ​​50 sq.m. the monthly premium is equal to the product. RUB 1 50 kopecks. 50 sq. m, which is 75 rubles. per month.

How do I pay the insurance premium?

Payment of the insurance premium, at the request of the policyholder, can be made monthly, several months in advance, or at a time per year according to a receipt. In this case, the insurance premium is indicated in a separate line in the payment document. In the example above, the monthly payment would be RUB 75.

How important is it to pay insurance premiums on time?

The policyholder is obliged to monitor the timeliness of payments. If the next payment is not paid within the specified period, the contract is suspended, the money for the months previously paid will not be returned. The insurer is not liable for insurance events that occurred during the period of suspension of the contract, the damage caused is not reimbursed. After payment, the contract will be renewed from the 1st day of the month following the month in which the first or the next part of the insurance premium was paid. During the period of suspension of the agreement, the debt is not repaid.

Is this service reliable? And is there a guarantee that in case of damage to their homes, the victims will receive full compensation for the damage?

This program has been operating in Moscow since 1996. In the urban district of Khimki - since May 2008. In 2008, in the city district of Khimki alone, more than 5 million rubles were paid for 480 insured events. The guarantee that in the event of damage to the home, the victims will receive compensation for damage, is the payment of insurance premiums and compliance with the deadlines for contacting the insurance company.

Who and how determines the amount of damage caused?

The damage assessment is carried out by experts of the insurance company within 5 days from the moment the insured informs about the readiness of all the necessary documents to the insurance company.

The calculation of damage is carried out in accordance with the Methodology for assessing damage to residential premises, developed by the Institute "MoszhilNIIproekt" dated December 23, 2005. The following materials were used in the development of the Methodology:

  • Rules for assessing the physical deterioration of residential buildings VSN 53-86 (r), approved by the Order of Gosgrazhdanstroya 24.12.86, No. 446;
  • Collection No. 28 of enlarged indicators of the replacement value of residential, public buildings and structures for cultural and domestic purposes for the revaluation of fixed assets, approved by the State Committee of the Council of Ministers of the USSR for construction in 1970.

If only 1 meter is damaged as a result of the gulf, will they pay for 1 meter?

No. Regardless of how many meters were damaged, the calculation is carried out for the entire area of ​​the affected elements. For example, the area of ​​the ceiling in the kitchen is 5 m, it is damaged as a result of a bay of 2 m, the calculation is carried out for painting the entire ceiling.

How and in what time frame is the payment of damages made?

The insurance indemnity is paid to the policyholder as a percentage of the total insured value of the apartment and the damaged items.

The insurance indemnity is paid within 7 days after the calculation of the damage.

Is it possible to insure your apartment for commercial value or other risks?

The commercial value of an apartment depends on many factors - the prestige of the area, the category of the house, the general layout, the quality of finishing work performed in it, etc.

If an agreed redevelopment has been made in the apartment, the decoration of the premises has been improved and expensive repairs have been made, then it is possible and even necessary to insure it at a commercial cost in an insurance company at a commercial rate.

At the request of the insured, it is possible to significantly expand the range of risks - for example, insure housing against water penetration through the roof, deliberate illegal actions of third parties, civil liability for causing harm to third parties, etc. Moreover, those who already have a policy or certificate of preferential home insurance under the preferential voluntary insurance program can receive discounts on other types of insurance.

What to do when an insured event occurs?

Upon the occurrence of an insured event, the policyholder is obliged to:

  • call in within three working days, not counting holidays and weekends, to the insurance company and report the insured event.

The insured can be a citizen of Russia:

  • owner living quarters or employer residential premises of the city's housing stock, registered in them at the place of residence, as well as their legal representatives;
  • user residential premises owned by the city of Moscow and transferred to it under a sale and purchase agreement with payment by installments, registered in it at the place of residence.

Insurance risks

  • An insured event is an event that has occurred, with the occurrence of which the Insurer is obliged to reimburse the Insured for losses from damage to residential premises as a result of the following events:
  • Fire (exposure to flame, smoke, high temperature in case of fire), including one that occurred outside the insured premises, as well as taking legal actions to eliminate it;
  • An explosion for any reason (excluding a terrorist act) that occurred, including outside the insured premises;
  • Accidents of heating systems, water supply systems, sewerage systems, as well as internal drains (including the places where water intake funnels are connected to the roof), including those that occurred outside the insured premises, and lawful actions to eliminate them;
  • Strong wind (over 20 m / s), hurricane, tornado, squall, as well as accompanying precipitation.

If necessary, the policyholder provides other documents, including from the competent authorities, about the event that caused the damage.

Is it possible to refuse the insurance specified in the receipt for payment of utility bills?

The practice of including in receipts for payment of utility bills a line on the introduction of voluntary insurance of residential premises has become widespread. The owners are asked to pay a specific amount. The receipt is accompanied by a “certificate of voluntary insurance of residential premises”. Of course, there are also the details of a certain insurance company.

Many owners, reasonably, ask themselves what to do? As a rule, the amount of the monthly insurance premium is not critical, about 100 rubles for an apartment with a total area of ​​50 m². A smaller amount of insurance premiums is possible than in commercial insurance. Under preferential insurance programs, in addition to compensation for damage from the insurance company, insurance subsidies can be paid from the budget.
