For the third time velcom and the Belarusian Children's Fund joined forces to implement a unique charity project "I see!". In 2018, mobile teams of ophthalmologists will work in schools in rural areas of the Brest region and examine 14,000 children.

Funds for the implementation of the project "I see!" will be collected during the eighth charity Christmas initiative of the velcom company “Doing good is so easy”, which will be held throughout Belarus from December 1 to 31.

Project "I see!" is implemented with the support of the Ministry of Health of the Republic of Belarus and regional executive committees. It is designed to organize timely diagnostics of vision and the provision of ophthalmological care to children living in countryside to make it more accessible. Mobile teams of ophthalmologists visit children at their place of study and conduct examinations right at schools. To implement the project, the organizers equipped special vehicles, purchased ophthalmological equipment and organized the work of doctors.

Throughout 2016 and 2017 project "I see!" was implemented in 19 districts of the Mogilev and 14 districts of the Gomel regions of the republic, respectively. In total, about 25 thousand children were examined during this time.

The work of mobile teams of ophthalmologists in the Gomel region will continue until the end of December 2017. At the moment, the number of examined school-age children in the region is about 12 thousand. Vision problems were detected in 35% of the total number of schoolchildren examined, and in 40% of them problems were diagnosed for the first time. Schoolchildren were examined on several devices, if violations were detected, they received doctor's recommendations, prescriptions for medicines and glasses, and in the most serious cases, referrals for in-depth diagnostics, conservative and surgical treatment to regional and republican centers. In 2018, children from rural areas of the Brest region will be able to receive similar assistance.

All expenses for the project "I see!" are paid at the expense of funds raised by velcom during the traditional Christmas charity initiative "Doing good is so easy". This year, each connection to any of the tariff plans of the "Comfort" and "Comfort+" lines during the period from December 1 to December 31 will turn into 5 rubles, which velcom will transfer to a special charity account from its profits.

The fact is that this year the Belarusian Children's Fund and velcom, with the support of the Ministry of Health of the Republic of Belarus, as well as the Brest Regional Executive Committee, are implementing a charitable project “I see!”. Its goal is to help diagnose and detect early visual impairments in a timely manner in schoolchildren living in rural areas, who, of course, have much less opportunities than urban students to regularly check their vision with specialists. The organizers of the project equipped special vehicles, purchased mobile ophthalmological equipment, including a Plusoptix device for determining refraction, and organized the work of field mobile teams of ophthalmologists. All expenses for the project "I see!" are paid at the expense of funds raised by velcom in the course of the already traditional charity campaign “Doing good is so easy”, within which a part of the proceeds from sales of equipment or connection of new subscribers is transferred to a special charity account. Similar projects were implemented in the Mogilev and Gomel regions in the previous two years. As it became known, 230 thousand dollars in ruble equivalent were transferred for these purposes in three years!

But let's return to the Brest region, where at the moment the number of children who have received diagnostic assistance already exceeds eight thousand. The PV correspondent visited the Khotynichskaya school and saw with her own eyes how mobile teams of ophthalmologists work, how children are examined, what visual impairments they have.




- There are 281 students in our school- tells her director Svetlana Vladimirovna Pereschuk. - When we learned that specialists would come to us, the parents of all the students, except for one, who was taken to Minsk for a consultation on their own, gladly signed a consent to examine their children. This is a very important and useful project. We are grateful to the people who were able to organize it.
Of course, the project is useful. And not only because it makes ophthalmological care more accessible for children living in rural areas, but also because, it's no secret, negative vision changes in childhood can progress very quickly, so it is extremely important to identify them at an early stage.

And vision problems in students occur, and much more often than we would like.

- We examined more than a thousand children, and so, in about 31% of cases, various pathologies were detected., - states ophthalmologist of the children's polyclinic in the city of Baranovichi Yulia Vladimirovna Anisimova. - With the help of the necessary portable equipment, visual acuity, refraction were checked, and the fundus was examined. Myopia predominates among the pathologies -about 156 cases, and in 77 it was diagnosed for the first time. Neoplasms, strabismus, and other pathologies were also detected. We have issued about 120 pairs of glasses. If necessary, we gave recommendations, prescribed medicines, as well as referrals for additional examinations to regional and republican centers, for treatment, including surgery, to a hospital.

- I have never had any problems with my eyesight., - recognized eleventh grader Maxim Naumik. - And then after the examination it turned out that not everything, it turns out, is good. I was prescribed eye drops that will need to be dripped for 2-3 weeks. I hope that then I will have complete order with my eyesight, as before.

All children receive a conclusion on the results of the examination (for the kids, this is done by their class teachers, who transfer the documents to the parents of the children). And the data obtained for each child with visual impairment is in the information database of hospitals - the Brest regional children's hospital, and also, as in our case with the Gantsevichi district, in the Baranovichi city children's hospital.

The project is ongoing. The nearest plans include diagnosing the vision of children living in the Lyakhovichi and Berezovsky districts.

"I see" is a charity project for the diagnosis and provision of ophthalmological care to children from rural areas. It is organized by the Belarusian Children's Fund and velcom with the support of the Ministry of Health of the Republic of Belarus, as well as the executive committees of the regions where the initiative is being implemented.

For two years, 170 thousand dollars in ruble equivalent were transferred for the implementation of the "I See" project. In 2018, it is planned to allocate about 60 thousand dollars more. How this large-scale project was implemented - we tell in a detailed case.

The main idea of ​​the project is to make high-quality ophthalmological care available to children from remote areas of rural areas, where there are not always the necessary specialists in the staff of healthcare institutions or parents are not able to show their child to them with the necessary regularity. An illustrative example is that by the time the “I See” project was launched in the Gomel region, 10 of the 14 districts where this initiative was planned did not have children's ophthalmologists.

To solve this problem, the Belarusian Children's Fund and velcom organized the work of mobile teams of ophthalmologists who visit schools and examine the state of vision of students in cars equipped with everything necessary.

velcom is responsible for financing the project - for this purpose, the annual charity campaign "Doing good is so easy!" is held, during which part of the proceeds from equipment sales or connection of new subscribers is transferred to a special charity account. From these funds, the equipment necessary for conducting examinations is purchased, the work of doctors and drivers and other expenses related to the implementation of the project are paid.

History and statistics of the implementation of the project "I see":

2016– launch of the project and conducting surveys in 19 districts of the Mogilev region.

The number of examined children is 12,702 (85.8% of the total number of children living in the region). Vision pathologies were detected in 27.3% of those examined, and in 56.6% of them visual impairments were detected for the first time.

2017– implementation of the project in 14 districts of the Gomel region. Two mobile teams of ophthalmologists are already involved in the examinations, which are provided with everything necessary equipment and technical support.

The number of children examined was 12,436. Visual pathologies were detected in 34.62% of those examined, of which 48% of children had visual impairments for the first time.


June 2017– launch of an information campaign for the prevention of visual impairment: billboards appeared in Minsk, Mozyr and Gomel with a reminder of why it is important to visit an ophthalmologist in a timely manner, and posters at public transport stops with various exercises for visual gymnastics and games for attention and visual acuity for children .


October 12, 2017- at the initiative of the organizers of the project "I see!" to world day vision, a video was shot in which famous Belarusians with their children presented a video exercise for the eyes: a set of 8 exercises for the prevention of visual impairment.


In just two years, about 25 thousand children were examined. According to the diagnostic results, 31% of schoolchildren were diagnosed with various vision pathologies, and in 52% of this number visual impairments were diagnosed for the first time.


All children received an examination report. Doctors wrote out 2830 prescriptions for glasses, in 260 cases they ordered additional examinations and issued referrals for treatment in a hospital, about 80 people received referrals for surgical treatment.


2018- project "I see!" will be implemented in 8 districts of the Brest region: Maloritsky, Kamenetsky, Kobrinsky, Zhabinkovsky, Pruzhany, Berezovsky, Gantsevichsky and Lyakhovichsky. Areas selected for participation in the project rural population who experience certain difficulties in obtaining timely ophthalmic care due to their remoteness from large settlements. It is planned to examine about 13 thousand children.


Surveys have already taken place in the Malorita district. The number of examined children was 1116. Vision pathologies were detected in 41.75%; and in 61.8% of this number visual impairments were diagnosed for the first time. 68 prescriptions for glasses have been issued. 19 children were sent for additional examination, consultations and in-depth diagnostics.

The organizers of the large-scale project equipped a special vehicle, purchased mobile ophthalmological equipment, organized the work of doctors in each district, and paid all the expenses associated with the work of a traveling mobile team of children's ophthalmologists in rural areas.
In the spring of 2016, within the framework of the project “I see!” 4880 children were examined in 8 districts of the Mogilev region. In 29% of the total, various pathologies of vision were identified. Moreover, in 16.9% of the total number of schoolchildren examined, such pathologies were diagnosed for the first time.
The initiator of the charity project "I see!" became the Belarusian Children's Fund, since caring for the health of children is one of the priorities of the public organization.
"I see!" is one of the many socially significant medical projects of the Belarusian Children's Fund, which already at the first stage confirmed its necessity and effectiveness. Myopia, hypermetropia, astigmatism, hypermetria, spasm of accommodation and strabismus - such diagnoses were most often made by ophthalmologists. Among the children with reduced visual acuity, almost half (48%) needed spectacle correction, a total of 680 glasses were prescribed, - said Alexander Trukhan, director of the Belarusian Children's Fund. - 7 children were sent for surgery, 18 children were prescribed conservative treatment in a hospital. 9 children received referrals to the Mogilev Regional Children's Hospital for in-depth diagnostics, 19 children were registered for hospitalization in the ophthalmology department for the final clarification of the diagnosis and the decision on surgical intervention or conservative treatment.
Children in rural areas have much less opportunity to have their vision checked regularly by specialists, unlike city dwellers. “Planning the project schedule, we first of all wanted the mobile team to visit those districts of the Mogilev region where there is no ophthalmologist at the moment,” said Vyacheslav Smirnov, head of the corporate communications department at velcom. - It was three such districts (Belynichi, Dribinsky, Kirovsky) that were the first to accept the project. It is important to detect violations in a timely manner, correct them at an early stage, and prevent visual impairment. The arrival of specialists becomes a real event both for the children themselves and for the schools.”
It is noteworthy that the project "I see!" was the result of velcom's charitable initiative "Doing good is so easy". About 36,000 people took part in the traditional Christmas initiative in December 2015. For 17 days, velcom transferred 50,000 Belarusian rubles from its profit to a special account from each smartphone and tablet purchased in branded sales and service centers, as well as in the shop.velcom.by online store. The total amount collected under this initiative amounted to 1,815,400,000 Belarusian rubles and was used to implement the project.
On several occasions, the I See! faced with serious diseases of the organs of vision, which required surgical intervention. “An 11-year-old boy, a student of the Ryasnensky auxiliary boarding school (Dribinsky district), at the time of the arrival of the ophthalmologists, turned out to be examined with an eye patch, with which he had been walking for 3 days. It turned out that, while playing, he hit his eye with a rubber band, - said Maria Malashko, coordinator of the project “I See!”, an ophthalmologist at the Mogilev Regional Children's Hospital. – The doctors examined the child and made a diagnosis: a non-penetrating wound of the cornea of ​​the left eye. The boy was seriously injured, and he was given only first aid. On an emergency basis, the boy was hospitalized in the ophthalmology department of the Mogilev Regional Children's Hospital. He was prescribed a course of anti-inflammatory treatment, followed by a course of resolving therapy for post-traumatic corneal clouding. If it were not for the doctors of the mobile team, the boy would have developed a corneal ulcer, which in turn would have led to blindness. After treatment, the boy's vision was restored to its previous level. The child has mild myopia, and it was detected for the first time.”
Project "I see!" already covered Belynichsky, Dribinsky, Kirovsky, Klimovichsky, Klichevsky, Kostyukovichsky, Krasnopolsky and Kruglyansky districts. In September 2016, the second phase of the project will start, and by the end of the year, about 10,000 more children in 11 rural districts of the Mogilev region will be examined by a mobile team of doctors. As a result of extensive diagnostic work, data will be obtained to improve the work of ophthalmologists, specific recommendations will be developed for the prevention of eye diseases in children and in other regions of Belarus.

Project "I see!" is held from March 1 to December 31, 2016 in the Mogilev region. Within the framework of the project, a visiting team of children's ophthalmologists, formed from doctors of the Mogilev Regional Children's Hospital, will examine about 15,000 children in 19 districts of the Mogilev Region. The organizers of the charity event - Velcom and the Belarusian Children's Fund - purchased modern mobile diagnostic equipment, paid for the work of specialists, the cost of transporting doctors directly to the places of work with children and other necessary expenses for the effective work of the field team.

To date, a field team of doctors has already worked in Belynichi and Dribinsky districts. Doctors were able to examine about 1.5 thousand children. Some children were given referrals for further examination and operations at the Mogilev Regional Children's Hospital.

Charity project "I see!" makes ophthalmic care more accessible for rural children. A visiting team of ophthalmologists will come directly to the children - to rural schools, even to the most remote villages, and examine the children on the spot. Each child will be given specific recommendations, if necessary, prescriptions for medicines and glasses will be issued. And in the most difficult situations children will be sent for consultations and in-depth diagnostics to regional and republican centers.

Project "I see!" was the result of Velcom's Christmas charitable initiative "Doing good is so easy." During the campaign from December 15 to December 31, 2015, about 36,000 people took part in it! For 17 days, from each smartphone and tablet purchased in branded sales and service centers, as well as in the shop.velcom.by online store, Velcom transferred 50,000 Belarusian rubles from its profits to a special account.
